Foust dated <br />September 12, 1978 was received and filed on the unanimously approved <br />6:0 motion of Councilman Brandt, seconded by Councilman Ortiz. <br />The report entitled "Project 2047 Bus Shelters Progress Report" <br />stated that various bus stop proposals are undergoing a review <br />process by the Transportation Advisory Committee, the Planning <br />Commission, LISA (Let's Improve Santa Aha), and the Orange County <br />Transit District before recommendations are made to Council in <br />October. Foust, Traffic and Transportation Engineer, dated <br />September 6, 1978. The recommendation was based on three main <br />points: 1) City must comply with State and Federal material <br />specifications requirements, which must be approved by both <br />State and Federal agencies; the work must be completed by May 1, <br />1979 to meet the requirements of the Local Agencies State Agree- <br />ment; therefore to avoid delay the simplest process is to <br />utilize the State's bidding specs and Cooperative Purchasing Pro- <br />gram; 2) the State's competitive bid price is the lowest price <br />received; and 3) the routine service has the advantage of time <br />and effort savings. CA 89 <br /> <br />YOUTH COMMUNITY CONSERVATION The recommendations con- <br />& IMPROVEMENT PROJECTS tained in the report dated <br />APPROPRIATION ADJUSTMENT #28 September 8, 1978 from <br />APPROVED Manpower Project Coordina- <br /> tor Keith E. Blunt were <br />approved on the unanimously carried motion of Councilman Ortiz, <br />seconded by Vice Mayor Ward, as follows: <br /> <br />1) <br /> <br />Authorized City Manager to submit application for Youth <br />Community Conservation and Improvement Projects under <br />CETA Title II at a planning level of $119,572, which <br />is consistent with the appropriation approved by the <br />Department of Labor; <br /> <br />2) <br /> <br />Approved utilization of an additional $.37,000 of fourth <br />year Community Development funds (a new level of funding <br />from Community Development); and <br /> <br />3) <br /> <br />Approved Appropriation Adjustment #28, establishing <br />accounts to receive $119,570 and to provide accounts <br />for the YCCIP program.
