B. Hansen dated <br />September 11, 1978 <br />entitled "Stray Animals <br />a problem referred to Staff on <br />in a unanimously approved 6:0 motion <br /> <br />by Councilman Yamamoto, seconded by Councilman Garthe to <br />authorize Staff to negotiate an agreement with the Orange County <br />Animal Shelter to license Santa Ana dogs released by their <br />facility; and to authorize Staff to study other possible solu- <br />tions to the animal control problem; to receive and file the <br />report; and to delete Council Referral No. 21-78. CA 95 <br /> <br />AGENDA ORDER <br />MUNICIPAL HOSPITAL <br />HEALTH AUTHORITY <br /> <br />earlier in the meeting at 2:00 P.M. <br /> <br />Item 63 on the Agenda <br />regarding the proposed <br />Municipal Hospital Health <br />Authority was considered <br /> <br />EXTENSION OF CETA TITLE VI Council considered the <br />PSE PROGRAMS recommendations made by <br />APPROVED Manpower Project Coordinator <br /> Keith E. Blunt in his report <br />dated September 11, 1978; Deputy City Manager Manuel Rede added <br />two additional recommendations; and the five recommendations were <br />approved on the unanimously carried motion of Councilman Brandt, <br />seconded by Vice Mayor Ward, as follows: <br /> <br />1) <br /> <br />Authorized the Mayor to execute the contract modifica- <br />tion between the City and the Orange County Manpower <br />Commission, in the amount of $995,886 for operation <br />of Title VI of CETA, to December 51, 1978; A-78-108 <br /> <br />2) <br /> <br />Selected and approved for funding Title VI projects <br />recommended by Staff for City Departments and community <br />based organizations; <br /> <br />3) <br /> <br />Authorized Mayor to execute the necessary sub-contract <br />agreements with community-based agencies for the opera- <br />tion of Title VI projects for the extended period from <br />October 1, 1978 through December 31, 1978; <br /> <br />4) <br /> <br />Authorized one unallocated City CETA position for Feed- <br />back Foundation (did not meet requirements as a Title <br />VI Project); <br /> <br />Added Community Development Council to Title VI <br />Program for a 3-month period to continue their program <br />until Congress acts to fund at a specific level.
