The action <br />was recommended in a report prepared by C~ Thomas Drosman, <br />Deputy City Attorney, dated October 23, 1978. CA 45.3 <br /> <br />AGREEMENT - FUNDING FOR Consideration of the <br />FAIR HOUSING COUNCIL proposed agreement between <br />CONTINUED TO DEC. 4 City and Fair Housing <br /> Council for counseling <br />and other services related to housing of low-income persons and <br />families in the City from September 1, 1978 until August 31, <br />1979, for the sum of $1S,000, was continued to December 4, 1978, <br />on the unanimously carried 6:0 motion of Councilman Bricken, <br />seconded by Councilman Garthe. <br /> <br />The first motion, by Councilman Ward, to approve the agreement <br />and authorize its execution by Mayor and Clerk, received no <br />second. Councilman Yamamoto's motion to approve the agreement <br />for the sum of $7,500 was not seconded. A motion by Councilman <br />Bricken, seconded by Councilman Ward, to authorize funding of <br />$12,500 and to request a report within 30 days from the Orange <br />County Fair Housing Council identifying its work in landlord- <br />tenant problems and its involvement in mobile homes parks <br />disputes, failed to carry 2:4, with Councilmen Yamamoto, Garthe, <br />Brandt and Mayor Evans dissenting. <br /> <br />Bill McCue, Executive Director of OCFHC, summarized the recent <br />activity areas of the Council as: 1) Affirmative Advocacy <br />The breaking down of barriers with industry, organizations <br />and agencies'that have solutions and assisting them to communi- <br />cate with each other, through "The Forum", a new publication <br />prepared and widely distributed by the Council; 2) Community <br />Awareness Development of the techniques, such as the point <br />of purchase display in the savings and loan offices, for com- <br />munication of equal opportunity requirements;' 3) Ability to <br />Address Problem at its Root Source - Cooperation with the real <br />estate industry and its 32,000 license sales people in Orange <br />County. He stated that cities have given financial support <br />to the Fair Housing Council, and that it is expected that in <br />the next year $30,000 will be allocated from the private sector <br />to further the work of OCFHC; that the Council has worked to <br />develop the ability to get the people together who can help <br />each other; that The Forum is cost efficient and can publicize <br /> <br />CITY COUNCIL MINUTES <br /> <br />451 NOVEMBER 6, 1978 <br /> <br /> <br />
