AN REHABILITATION Council approved a <br />LOAN PROGRAM - APPROVED Marks-Foran Rehabilita- <br />STAFF DIRECTED tion Loan Program as <br /> a supplement to the <br />other City rehabilitation programs, and directed Staff to <br />begin the necessary steps for the establishment of the pro- <br />gram, including requesting proposal from interested firms <br />for an agreement with a qualified bond underwriter, on the <br />unanimously carried 4:0 motion of Councilman Ortiz, seconded <br />by Councilman Brandt, as recommended in the report dated <br />November 20, 1978 by Community Development Coordinator Alice <br />McCullough. <br /> <br />The report stated that the Marks-Foran Rehabilitation Act of <br />1973 authorizes California cities and counties, through local <br />redevelopment agencies, housing authorities, or city agencies, <br />to provide residential rehabilitation loans at below-market <br />interest rates to owners of residential and certain commer- <br />cial properties, and to sell tax-exempt revenue bonds to finance <br />the loans, using the resulting mortgage loans as security for <br />the bonds. The Program would enable the City to provide re- <br />habilitation services for up to 20 times the number of residents <br />with the same Community Development funds currently available, <br />and can be developed over a period of approximately eight <br />months for final Council approval.
