According to the report, the proposed survey would be conducted <br />in four areas of the City where development occurred before <br />1920. The Community Redevelopment Commission recommends that <br />it be conducted by qualified professionals; and that the Santa <br />Aha Preservation Task Force be requested to withdraw its <br />application for a Courthouse Corridor Historic District, and <br />that a letter from the City be sent to the State requesting <br />that action on the Santa Ana Preservation Task Force applica- <br />tion be deferred pending completion of the survey. CA 140.20 <br /> CA 85.1 <br /> <br />HUMAN RELATIONS COMMISSION <br />ANNUAL REPORT <br />RECEIVED &FILED <br /> <br />comments, on the unanimously carried <br />Ortiz, seconded by Councilman Brandt. <br /> <br />The Annual Report of the <br />Human Relations Commission <br />for 1977-78 was received <br />and filed, with Council's <br />4:0 motion of Councilman <br /> <br />Speakers representing the Human Relations Commission were Roy <br />Uno; Manuel Barron, Vice Chairman; Kenneth Lau; and Rudy <br />Francis, Chairman. Mr. Uno said that the Commission in pre- <br />senting key issues has attempted to convey the flavor and <br />authenticity of the people it represents, and some insight <br />into what the Commission has been doing and plans to do next <br />year; Mr. Barron commented that the Commission tried to bridge <br />the credibility gap between community and Council, and hopes <br />Council will take it to heart; Mr. Lau expressed gratitude <br />for the opportunity to work with the Commission on the report <br />on Police/Community Relations; Chairman Rudy Francis stated <br />that he is pleased with the reorganization of the Commission <br />and with the way the report was drafted; and he thanked Council <br />for working with the Commission on goals and objectives this <br />year. <br /> <br />Council made the following comments: <br /> <br />Mayor Evans praised the reorganized Commission for overcoming <br />frustrations and initial lack of understanding to become a top <br />City organization, and for its accomplishments. <br /> <br />Councilman Ortiz stated that the concern, work, time and effort <br />expended by the Commission are appreciated by the Council. He <br />personally thanked all the members, and suggested Staff work on <br />the recommendations. <br /> <br />Councilman Yamamoto commended the Commission for its outstanding <br />report, and expressed his belief that Commission and Council <br />working together can produce workable solutions'to City problems. <br /> <br />Councilman Brandt added his thanks to the Commission and stated <br />that the report honestly and effectively addresses concerns of <br />the Council and the community. <br /> <br />The Mayor, speaking on behalf of the Council specifically <br />requested that Staff take note of the following remarks contained <br />in the Report: <br /> <br />Page 13 <br />Action; <br /> <br />Competitive Bid Process pertaining to Affirmative <br /> <br />Page 16 - Human Relations Commission as Council's liaison <br />in human relations and human environment situations; and <br /> <br />Page 18 - Neighborhood needs, such as street lights, street <br />repairs, tree trimming, broken sidewalks, and a directory <br />of services; <br /> <br />and Staff was requested to implement as much as possible the <br />recommendations in these areas.
