A representative of the Appellant, Ettie Lee Homes, Inc., presented a series <br />of slides illustrating the activities of Ettie Lee Homes in other areas, and <br />introduced Dennis Youkstette~ 1889 Crest Drive, San Marino, who spoke in favor <br />of the Appeal. Anne Cline, North Hills Realty, 3130 E. Monroe, Orange, also <br />spoke in favor. <br /> <br />Speakers in opposition to the Appeal were: <br /> <br />Leopold Guzman, 120 North Wright Street <br />Donna Acres, 208 North Wright <br />Arthur Benish, 212 North Wright Street <br /> <br />After a series of questions directed by Council to the Appellants, during which <br />it was pointed out that a variance is required because there are more than six <br />boys proposed in the home; that two of the boys are classified as juvenile <br />offenders under Sections 601 and 602 of the Welfare and Institutions Code; and <br />that the program is not limited to meeting needs of Santa Ana youth, but would <br />include boys from all of Orange County; the Mayor closed the public hearing. <br /> <br />Following Council discussion, MOTION was made by Yamamoto, seconded by Luxembourger, <br />to approve and file the Negative Declaration and instruct the City Attorney to <br />prepare a resolution denying Appeal #403, denying Variance Application 79-13, and <br />affirming the decision of the Planning Con~nission. <br /> <br />AYES: BRICKEN, GRISET, LUXEMBOURGER, SERRATO, WARD, YAMAMOTO <br />NOES: MARKEL <br /> <br />CA 13.3 <br /> <br />HIRING FREEZE EXI~PTIONS MOTION was made by Griset, seconded by <br />VARIOUS DEPARTMENTS Ward, to lift the hiring freeze and <br /> authorize filling one Grounds Main- <br />terence Man I position in the Recreation and Parks Department.
