MOTION was made by Serrato, seconded by Luxembourger, to approve and file the Notice of Exemption and instruct the City Attorney to prepare a resolu- tion denying Appeal No. 404, affirming the decision of the Planning Commission to deny Conditional Use Permit No. 79-7. AYES: NOBS: GRISET, LUXEMBOURGBR, SERRATO, WARD BRICKEN, MARKEL, YAMAMOT0 CA 13.4 RECESS Council recessed at 9:15 p.m. The meeting was reconvened at 9:30 p.m. with all Council members present. PUBLIC HEARING - APPEAL NO. 407 The Mayor opened the public CUP 79-9 - 630 NOR%H BAKER STREET hearing to consider the Notice APPROVED of Exempti0n and Appeal No. 407 of the Planning Commission denial of Conditional Use Permit No. 79-9 to allow conversion of ninety apartment units presently under construction to condomini~mls in the R 1 (Single Family Residence), R 2 (Multiple Family Residence), C 4 (Planned Shopping Center) and C $ (Arterial Commercial) Districts, at 618, 630 North Baker Street. The Planning Director sumnarized the staff analysis contained in the Planning Commission Finding of Fact dated June 25, 1979. The Deputy Clerk of the coUncil reported there were no written conmmmications. H. Rodger Howell, 401 Civic Center Drive West, representing the Appellant, spoke in favor of the proposal. Other speakers in favor were Gerald Chick and Lester Day, 3450 Wilshire Boulevard, Los Angeles, American Development Company; and Mickey Madden, 2319 North Rosewood. There were no other speakers. The Mayor closed the public hearing. Following discussion, MDTIONwas made by Luxembourger, seconded by Bricken, to approve and file the Notice of Exemption and direct the City Attorney to prepare a resolution granting Appeal No. 407, overruling the decision of the Planning Cor~nission and granting Conditional Use Permit No. 79-9, subject to the staff requirements contained in the Planning Commission Finding of Fact dated June 25, 1979, with strong emphasis on Condition No. 7 A 4 for separate meters within each dwelling unit, and an additional requirement for a security gate operated by card key. NS-1470 The Mayor announced that this PARKING IN YARD AREAS was the time and place for the FIRST READING & PUBLICATION continuation of the public hearing to consider Ordinance No. NS-1470 to specify yard areas which may not be used for off-street parking or storage of personal property. The Senior Planner reviewed the information contained in the Planning Department report dated June 27, 1979. The Deputy Clerk of the Council reported there were no written co,,,unications. There were no speakers for or against the proposed ordinance.
