<br />. <br /> <br />. <br /> <br />. <br /> <br />The Real Estate Manager read the following staff presentation: "The <br />properties at issue this evening are both within the Redevelopment <br />Agency's A-2 project site bounded by Broadway on the east, Fourth <br />Street on the south, Ross Street on the west, and Fifth Street on <br />the north. The Agency has been assembling this site for over five <br />years. With the vacation of Birch street, creating the present <br />"super" block, the site is viewed as one of the key development <br />sites in the downtown. The site's designation as Centerpointe is <br />indicative of its importance in the plans for the redevelopment and <br />revitalization of the downtown. It is viewed as the major link <br />between the Civic Center, with its large concentrated daily work <br />force, and the commercial and retail portions of downtown. Careful <br />development of the site is imperative in order to direct and <br />attract the purchasing power represented by the Civic Center <br />daytime population toward the downtown retail community. <br />Furthermore, development of this site is viewed as a crucial <br />element in arriving at the requisite "critical mass" of daily <br />visitors to the area to support the local businesses. <br /> <br />The subject properties are Assessor's Parcel Number 398-255-24, <br />commonly known as 317 West Fourth Street, owned by Mr. Mas Uyesugi, <br />and Assessor's Parcel Numbers 398-255-22 and 23, owned by Mrs. <br />Velma Freeman, commonly known as 311 to 315 West Fourth Street. Mr. <br />Uysegi's property is occupied by a retail stereo equipment store. <br />Mrs. Freeman's property is occupied by a barber shop, a religious <br />artifacts store, a TV repairman, and a boutique. One storefront is <br />vacant. The public interest and necessity to require the property. <br />We have previously mentioned the critical significance of this site <br />to successful redevelopment of the downtown. We believe that as <br />much of the area as possible within the Broadway, Fourth, Ross and <br />Fifth block be available for such development. Two buildings, on <br />the northeast and southeast corners of the site have been <br />rehabilitated. The entire remaining area of this site will be <br />assembled for redevelopment. The Amended Redevelopment Plan for <br />the City of Santa Ana Redevelopment Project, Section III G, Part 3, <br />authorizes the Redevelopment Agency to prepare or cause to be <br />prepared as building sites, any real property in the Project area, <br />including the subject properties. The contemplated uses for this <br />site conform to the Redevelopment Plan. <br /> <br />Offers of just compensation have been presented to the owners of <br />record, as required by Section 7267.2 of the Government Code. The <br />property owners will be fairly compensated for their ownership <br />interest. As you know, if we and they cannot agree as to the issue <br />of compensation, a court of law, through the process we initiate <br />this evening, will serve as the final arbiter. All tenants to be <br />displaced will receive relocation assistance under the Agency's <br />relocation assistance program and pursuant to State and Federal <br />law, including reimbursement for costs of moving and for loss of <br />business goodwill." <br /> <br />3. <br />
