Parton. <br /> <br />Following the presentation of the staff report, Council Discussion ensued. <br />Council member Alvarez made the following motion, seconded by <br />Council member Bist: <br /> <br />Motion: (Alvarez-Bist) Approve Staff recommendations as amended to <br />provide: <br /> <br />1. <br /> <br />60% of the residents of 1402 S. Parton shall be Santa Ana <br />residents before becoming residents at the shelter, and <br /> <br />2. <br /> <br />Increase the amount of the loan to Safely on Shore Ministries, <br />Inc to $115,000 to reflect the value of the property in 2001 <br /> <br />Discussion continued. Councilmember Bist offered a friendly amendment <br />to require that the covenant on the property restrict residency to single <br />family occupancy. Councilmember Alvarez accepted this amendment to <br />her motion. <br /> <br />Debate continued. Council member Franklin stated that he could not <br />support the 60% prior Santa Ana residency requirement. He did, however <br />support Council member Bist's amendment. Council member McGuigan <br />introduced the following substitute motion, seconded by Councilmember <br />Franklin: <br /> <br />Substitute <br />Motion: (McGuigan- Franklin) Approve staff recommendations as amended to <br />provide that the covenant on the property require that residency be <br />restricted to single family occupancy. <br /> <br />Council member Alvarez withdrew her motion, and introduced the following <br />Substitute Motion: <br /> <br />Substitute <br />Motion: (Alvarez-Bist) <br /> <br />1. <br /> <br />Adopt a resolution authorizing the sale of Agency-owned <br />property located at 1402 S. Parton and all other documents. <br /> <br />2. <br /> <br />Require that residency at the property be restricted to single <br />family occupancy <br /> <br />3. <br /> <br />In the event the property is sold during the term of the loan, <br />Safely on Shore Ministries, Inc shall be required to reimburse <br />the Community Redevelopment Agency the full amount of the <br />loan including the additional $35,000 that reflects the increased <br />difference in the value of the property since 1997 <br /> <br />CRA MINUTES <br /> <br />3 <br /> <br />JUNE 4, 2001 <br />
