PUBLIC HEARING <br />MAIN STREET CORRIDOR STUDY <br />ADOPTED; STAFF DIRECTED <br /> <br />The Mayor announced that this <br />was the time and place for the <br />public hearing of the Main <br />Street Corridor Study. <br /> <br />The Transportation Engineer presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />The following persons spoke in favor of the Main Street Corridor Study: <br /> <br />Walt Brainerd, 2025 N. Main Street <br />R. W. Freeman, 2022 N. Olive Street <br />Eugene Moriarty, 1055 N. Main Street <br />Walt Reinig, President, South Main Improvement Association <br />Glen Evans, 1226 S. Main Street <br /> <br />There were no other speakers on the matter. The Mayor closed the public <br />hearing. <br /> <br />After discussion on the matter, MOTION was made by Luxembourger, seconded <br />by Yamamoto, to: <br /> <br />1) <br /> <br />Adopt the Main Street Corridor Study in concept <br />as prepared by the Transportation Division of <br />Public Works Department with the following amend- <br />ments: <br /> <br />a) <br /> <br />Parking will be allowed for a transitionary <br />period of one year ending September 1, 1981, <br />on the east side of Main Street from 17th <br />Street to 300' south of Buffalo except during <br />the peak hours of 4-6 p.m. <br /> <br />b) <br /> <br />City staff shall work with the business community <br />and the Redevelopment Agency to implement the <br />off-street parking management plan developed <br />for this area prior to September 1, 1981. <br /> <br />c) <br /> <br />City staff is directed to work with the South <br />Main Street business community and Redevelop- <br />ment staff to develop a parking management <br />plan for the South Main businesses affected <br />by removal of on-street parking for Council's <br />review in 12 months. <br /> <br />d) The schedule for parking removal on Main Street <br /> shall be approximately as follows: <br /> <br />1) Edgewood to Buffalo - October, 1980 <br />2) Buffalo to Civic Center Drive - early 1981 <br />3) Warner to Sunflower - mid 1981 <br />4) First to Warner - early 1982 <br /> <br />e) The schedule for parking removal on Broadway shall <br /> be as follows: <br /> <br />1) Buffalo to Civic Center Drive - early 1981 <br />2) Civic Center Drive to First - late 1981 <br /> <br />2) <br /> <br />Direct staff to proceed with implementation of recom- <br />mended actions through regular budget process and <br />through staff input to Orange County transportation <br />planning process. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Serrato, Ward, Yamamoto <br />None <br />Markel <br /> <br />CA 18.11 <br /> <br />CITY COUNCIL MINUTES <br /> <br />308 SEPTEMBER 2, 1980 <br /> <br /> <br />
