<br /> <br />. <br /> <br />, . <br />'. <br /> <br />HOUSING REPLACEMENT PLAN PREPARED PURSUANT <br />TO THE CALIFORNIA HEALTH AND SAFETY CODE <br />SECTIONS 33413 AND 33413.5 <br /> <br />I. <br /> <br />HOUSING UNITS TO BE REPLACED. <br /> <br />The Redevelopment Agency is acquiring 142 structures in <br />an area generally bounded by First Street on the South, Third Street <br />on the North, Ross Street on the East and Flower Street on the West. <br />An estimated 20 units, generally two and three bedroom single fam- <br />ily houses, will be relocated on scattered sites through out south <br />and west Santa Ana. <br /> <br />II. <br /> <br />GENERAL LOCATION OF THE HOUSING TO BE CONSTRUCTED. <br /> <br />The location of the housing to be constructed is a site <br />generally bounded by Third Street on the North, Flower Street on <br />the West, First Street on the South, and Ross Street on the East. <br />8. The enclosed site is approximately fourteen (14) acres in area. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />III. DESCRIPTION OF THE HOUSING TO BE CONSTRUCTED. <br /> <br />The Redevelopment Agency shall cause to be constructed on <br />the site high density residential development of high quality, in an <br />attractive living environment, including 199 units of Senior Citizen, <br />rent subsidized housing and approximately 316 -housing units for rent <br />at market rates or a combination of market rates and subsidized rates. <br />The development of the site shall include landscaped plazas and open <br />space with leisure and recreation facilities and off-street parking <br />facilities. A portion of the units developed shall be available for <br />families of very low or low or moderate income through subsidy pro- <br />grams pursuant to either an available Federal or State rental assist- <br />ance program or a temporary rental assistance program of the City. <br />The maximum number of subsidized units to be made available shall be <br />as follows: 16 three bedroom units, 25 two bedroom units, 17 one <br />bedroom units and 199 one bedroom elderly units. <br /> <br />IV. <br /> <br />A DESCRIPTION OF ADEQUATE MEANS OF FINANCING THE CONSTRUCTION <br />PROPOSED. <br /> <br />The cost to the Redevelopment Agency with respect to the <br />implementation of the above described housing, including land acqui- <br />sition cost, demolition and clearance cost, relocation costs, and the <br />cost of public improvements provided by this Agency is as follows: <br /> <br />Land Acquisition <br />Relocation <br /> <br />$2,200,000 <br />627,000 <br />75,000 <br />200,000 <br />25,000 <br />236,500 <br />$3,368,500 <br /> <br />Demolition & Clearance <br />Utilities, Public Improvements <br />Legal Fees <br /> <br />Contingencies <br />TOTAL COST <br /> <br />No loans or bonds are necessary to finance the Agency's cost. <br /> <br />The property acquisition and site preparation by the Agency <br />under this agreement shall be financed, in part, through the prepay- <br />ment of part of the purchase price for the property by the Redeveloper. <br />Community Development Block Grant Funds and any other funds- lawfully <br />available to the Agency from time to time will be used by the Agency <br />
