The Agency will utilize <br />Bond proceeds to finance needed peripheral street <br />improvements, <br />Phase II-Private development and construction <br />of one additional department store and additional <br />specialty shops, <br />Phase III-Private development of a third de- <br />partment store, <br />The Agency is currently negotiating an Owner <br />Participation Agreement with the present owner of <br />the existing Fashion Square shopping center to effect <br />Phases II-III, <br />Bond proceeds will be used to finance land acqui- <br />sition and construction of various public improve- <br />ments, The three phases would result in construction <br />of a'137,500 square-foot Ward's department store, <br />a 135,000 square-foot department store (tenant to be <br />named), 114,000 additional square feet of specialty <br />shops, a 16,000 square-foot office and restaurant <br />complex and the aforementioned 1,40O-space park- <br />ing facility, Private new investment in the center will <br />be an estimated $25.4 million, which includes con- <br />slruction, lease acquisition and equity capital. <br />OCTD Park and Ride Facility, The Orange <br />County Transit District (OCTO) has budgeted $4.3 <br />million to finance construction in 1980 of a 700- <br />space park and ride facility being built in conjunction <br />with a Multi-Modal Transportation Terminal to be <br />located adjacent to the civic center and in the center <br />of the older downtown, The $9,2 million Multi- <br />Modal Terminal itself will serve inter- and intrastate <br />Lus carriers, in addition to the Orange County <br />Transit District routes, A multi-phased project, this <br />center is planned to become the hub of a high <br />speed transil syslem between Los Angeles and Orange <br />County. The first portion of the right of way to de- <br />velop this high speed system is currently being ac- <br />qnired by OCTD and will link Santa Ana with the <br />City of Stanlon, Adjacent to the terminal, the city, <br />OCTD and the Agency are jointly developing the <br />park' and ride facility localed between Fifth Street <br />and Santa Ana Boulevard, Broadway and Birch <br />Street" OCTD will finance construction costs esti- <br />mated at $4.3 million dollars, with the Agency <br />making a $160,000 contribution towards acquisition <br />and project improvements, The site for this facility is <br />presently being acquired by the Agency under a letter <br />of credit agreement with OCTD, Final design is un- <br />derway and construction is scheduled to begin no <br />later than January 1979, <br />Heritage Square, Heritage Square is a plaza area <br />located on Civic Center Drive and Sycamore Street, <br />directly across from the aforementioned proposed <br />Sunset development. The plaza will provide a park <br />environment for the adjacent County Courthouse and <br />historic Presbyterian Church, as well as adding to <br />the recently restored Howe-Waffle House, <br />
