Following discussion, MOTION made by Griset to approve and file the Nega- tive Declaration and instruct the City Attorney to prepare a resolution denying Appeal No. 459, denying CUP 81-13, and affirming the decision of the Planning Commission died for lack of a second. MOTION was made by Serrato, seconded by Acosta, to approve and file the Negative Declaration and instruct the City Attorney to prepare a resolu- tion granting Appeal No. 459, approving CUP 81-13, subject to a four year maximum life of the off-premise advertising sign with removal scheduled for four years from adoption of enabling resolution, or earlier removal by appellant of said sign at no cost to City if land is required for public improvements; and a limitation of illumination of the sign from dusk to 12:00 a.m.; and overruling the decision of the Planning Commission.
