<br />with the interior noise standard of 42 dB (A) CNEL or <br />less. <br /> <br />C. How will this project prevent the creation of new noise and safety <br />problems? <br /> <br />1. The following measures will be taken to assure that risks - both to <br />people and property on the ground and to the occupants of aircraft <br />- associated with the land use proposal are held to a minimum. <br /> <br />i. There are no inconsistencies between the proposed land <br />use action and safety compatibility criteria in the AELUP. <br /> <br />ii. ALUC's are to be guided by the information contained within <br />The California Airport Land Use Planning Handbook <br />(hereinafter Handbook), published by the Division of <br />Aeronautics of the Department of Transportation. The <br />Handbook provides that the ALUC can identify safety <br />compatibility zones. <br /> <br />a) The only safety compatibility zone adopted by ALUC <br />is the Runway Protection Zone. <br /> <br />b) The ALUC did not adopt any "Accident Potential <br />Zones for this airport because none could be justified <br />with the available data." AELUP Page 18. <br /> <br />c) According to the AELUP, there are no Accident <br />Potential Zones/Runway Protection Zones within the <br />City of Santa Ana. <br /> <br />d) As such, the AELUP does not identify any safety <br />zones that would affect the safety of either people or <br />property on the ground or occupants of aircraft as a <br />result of this project. <br /> <br />iii. This project is consistent with the AELUP Land Use policies. <br /> <br />a) The AELUP identifies the General Land Use Policies <br />as follows: 'Within the boundaries of the AELUP, any <br />land use may be found to be Inconsistent with the <br />AELUP which; <br /> <br />(1) Places people so that they are affected <br />adversely by aircraft noise, <br /> <br />(i) The ALUC did not identify any noise <br />issues as a result of this project at either <br /> <br />75C-289 <br /> <br />Resolution No. 2005- <br />Page 14 of 25 <br /> <br />
