Vendor Selection <br /> <br />3.1 Vendor Selection Schedule <br /> <br />At present, the City believes that the timing will be as follows: <br /> <br />Pre-Proposal Meeting <br />Return of Proposals <br />Evaluation of Proposals <br />Interviews (if necessary) <br />Contract Award by City Council <br />Contract Start Date <br /> <br />Jan. 4, 2005 at 10:00 AM <br />Jan. 11,2005 <br />Jan 12, 2005 thru Jan. 17, 2005 <br />To Be Determined <br />Early February 2005 <br />To Be Determined <br /> <br />The pre-proposal meeting is not mandatory, but bidders are strongly <br />encouraged to attend. The pre-proposal meeting will be held at the Santa <br />Ana Police Department located at 60 Civic Center Plaza, Santa Ana, on Jan <br />4,2005 at 10:00 AM. <br /> <br />3.2 Evaluation <br /> <br />The City of Santa Ana reserves the right to negotiate with any Bidder as <br />necessary to serve the best interests of the City of Santa Ana and negotiate <br />the final Contract with the most responsible and responsive Bidder. <br /> <br />The process for evaluating and rating of the proposals received in response <br />to this RFP will consist of three phases: <br /> <br />3.2.1 The first phase will be a preliminary review of all of the responses of <br />the bidder's proposal to determine basic responsiveness. <br /> <br />3.2.2 The second phase, for the bidders who have satisfactorily completed <br />and fulfilled the requirements of the first phase, will be a gating phase. <br />The proposals will be reviewed to determine the level of familiarly and <br />experience with developing and producing terrorism, WMD/CBRNE, <br />and preparedness strategic plans or related projects. Only bidders <br />with acceptable experience and expertise will be evaluated further. <br /> <br />3.2.3 The third phase, for the bidders who have satisfactorily completed and <br />fulfilled the requirements of the first two phases, will be a scored <br />review of their submission (including reference checks and pricing). <br /> <br />4. Other Terms and Conditions <br /> <br />4.1 The City regards the inclusion, in the project, of California-based firms and <br />services to be highly desirable, but not mandatory. <br /> <br />Page 22 of 51 <br />
