<br />SOW 2.1 Risk Assessment <br /> <br />The Bidder will produce a risk assessment for the top 10 critical <br />infrastructure (CI) in each of the two Urban Areas that is comprised of <br />three parts, a threat assessment (Part 1), a vulnerability assessment (Part <br />2) and a list of the legal hazardous materials sites ( Part 3) in the Urban <br />Area (UA). This risk assessment must prioritize each Urban Area's (UA) <br />critical infrastructure not only through OHS guidelines, but also through <br />interviews of stakeholders and use of consensus-building techniques. <br />When developing the risk assessment the Bidders should use a standard <br />risk/vulnerability model, preferably the OOP Assessment Model or the <br />CARVER Model. If the Bidder proposes to use an alternate <br />risk/vulnerability model other than the OPO Assessment Model or the <br />CARVER Model, the Bidder will provide a detailed description of the <br />proposed model and an explanation as towhy they desire to use the <br />alternate model. <br /> <br />The following is a list of objectives in the risk assessment process: <br /> <br />. Promote interagency collaboration/coordination of criminal, <br />investigative and intelligence information relating to <br />WMO/CBRNE/terrorism potential threat elements located within <br />the Orange County Operational Area (OCOA). <br /> <br />. Assess the threat to particular targets, enabling a jurisdiction to <br />better focus its prevention and preparedness efforts and to <br />enhance response capabilities. <br /> <br />. Identify the types of WMO/CBRNE likely to be produced and/or <br />developed by the existing potential threats to better identify <br />equipment and training needs necessary to respond to those <br />particular types of hazards. <br /> <br />For the purposes of this assessment, the following definitions apply: <br /> <br />Domestic Terrorism: The unlawful use, or threatened use, of force or <br />violence by a group or individual based and operating entirely within the <br />United States without foreign direction, and whose acts are directed at <br />elements of the U.S. Government or the general populace, in the furtherance of political <br />or social goals <br /> <br />International Terrorism: The unlawful use of force or violence committed <br />by a group or individual who has some connection to a foreign power or <br />whose activities transcend national boundaries against persons or property, to <br />intimidate or coerce a government, the civilian population, or any segment <br />thereof, in furtherance of political or social objectives. <br /> <br />Page 30 of 51 <br />
