<br />Potential Threat Element (PTE): Any group or individual in which there <br />are allegations or information indicating a possibility of the unlawful use of <br />force or violence, specifically the use of a WMD/CBRNE, against persons or property <br />to intimidate or coerce a government, the civilian population, or any segment <br />thereof, in furtherance of a specific motivation or goal, possibly political or <br />social in nature. [Note: this definition provides sufficient cause for the FBI to <br />initiate an investigation.] <br /> <br />Weapons of Mass Destruction (Title 18 USC section 2332a): (1) Any <br />weapon or device that is intended, or has the capability, to cause death or <br />serious bodily injury to a significant number of people through the release, <br />dissemination, or impact of toxic or poisonous chemicals or their precursors; a <br />disease organism; or radiation or radioactivity; (2)(a) any explosive, <br />incendiary, or poison gas, bomb, grenade, or rocket having a propellant charge <br />of more than four ounces, or a missile having an explosive or incendiary <br />charge of more than one quarter ounce, or mine or device similar to the above; <br />(b) poison gas; (c) any weapon involving a disease organism; or (d) any <br />weapon that is designed to release radiation or radioactivity at a level <br />dangerous to human life. <br /> <br />SOW 2.1.1 Threat Assessment (Part 1 of the Risk Assessment) <br /> <br />The Bidder will produce (to the extent possible given resources and information <br />available to Bidder) a threat assessment that will document and measure the <br />existence of potential threat elements (PTE) located within the Urban Areas (UA) as <br />well as several factors (to the extent possible) regarding PTE existence, capabilities, <br />motivations, targeting, and history. The threat assessment will contain the following; <br /> <br />SOW 2.1.1.1 Identify and document known potential threat elements <br />(PTE) that exists or operate within the operational area. <br /> <br />SOW 2.1.1.2 Evaluate and document each treat factor attributable to each <br />potential threat element (PTE) identified in your jurisdiction. <br />Threat factors consists of: <br /> <br />. Existence <br /> <br />. Violent history <br /> <br />. Intentions <br /> <br />. WMD Capabilities <br /> <br />. Targeting <br /> <br />SOW 2.1.1.3Identify and document the motivation of each potential threat <br />element (PTE). <br /> <br />SOW 2.1.1.4 Identify and document the WMD/CBRNE capability of each <br />PTE. <br /> <br />Page 31 of 51 <br />
