<br />SOW 2.1.1.5 Develop and produce an Urban Area (UA) threat profile <br />which contains of the following information; <br /> <br />. WMD/CBRNE threat history for the Urban Area <br />(UA), a list of the responses to suspected <br />WMD threats and lor incidents that have <br />occurred within the Urban Area (UA). List <br />should be broken down by hazard: chemical, <br />biological, nuclear, explosive, and radiological. <br /> <br />. Total number of responses to suspected <br />WMD/CBRNE threats andlor incidents <br />occurring within the Urban Area (UA) that were <br />determined to be criminal. This list should also <br />be broken down by hazard. <br /> <br />SOW 2.1.2 Vulnerability Assessment (Part 2 of the Risk Assessment) <br /> <br />The basic vulnerability assessment provides the local jurisdiction with a current <br />vulnerability profile for all potential targets, as defined below, located within the Urban <br />Areas (UA) boundaries. The Bidder will produce (to the extent possible given resources <br />and information available to Bidder) a list of the Urban Areas (UA) potential targets <br />consisting of critical infrastructure facilities, sites, systems, or special events that are <br />present or take place within the Urban Area (UA). The list should then be prioritized <br />and the top 10 of the potential targets for each Urban Area should be further <br />documented in a Site-Specific Vulnerability Assessment. <br /> <br />Potential targets are defined as; a facility. site, system, or venue within the Urban Area (UA) that, <br />in the wake of a WMDICBRNE terrorism incident. would experience any or all of the following: <br />Large number of deaths and injuries extensive damage or destruction of facilities that provide or <br />sustain human needs (i.e. power sources. food distribution sites, and essential public services) <br />long-term catastrophic consequences to the general economic well being of the community, <br />including those targets associated with transportation systems, including bus, rail, air. etc.. <br /> <br />SOW 2.1.2.1 Basic Vulnerability Assessment <br /> <br />When documenting the basic vulnerability assessment for <br />each potential target on the list the consultant will document <br />the following: <br /> <br />SOW 2.1.2.2.1 Level of visibility. This factor assesses the <br />visibility of the target and general public <br />awareness of its existence. <br /> <br />Page 32 of 51 <br />
