NEIGHBORHOOD I~ROVEMENT (CODE ENFORCEMENT) PROGRAM UPDATE <br /> <br />The Director of Planning and Development Services reported program <br />statistics to date and discussed some of the difficulties of <br />administering the program. He indicated the program had increased <br />public awareness and that 450 complaints had been received regarding <br />deleterious conditions. He showed the Council the next areas which <br />would be targeted for concentrated code enforcement and also explained <br />that an expanded program to deal with the landlords was under <br />development. He noted that program would include possible recouping <br />of rents by the tenants, increase in charges where work had been <br />undertaken without building permits, and increased fees to offset <br />administrative costs. He then responded to Councilmembers' questions. <br /> <br />Councilmember Young suggested that before-and-after pictures be taken; <br />Councilmember Bricken asked if the possibility of aerial surveillance <br />of the code enforcement areas had been investigated. The Director of <br />Planning and Development Services expressed the opinion that <br />approximately two to two and one-half years would be required to <br />complete the program and perhaps an additional attorney would be <br />required to carry out the attendant legal actions. <br /> <br />As an adjunct to the Code Enforcement Program, Councilmembers dis- <br />cussed the police policy relative to illegal aliens. The Police Chief <br />explained that unless a subject was in custody, local police did not <br />question the right of any person to be in the United States, and <br />stated that depar~ental efforts were geared to building a level of <br />confidence which would permit illegals to co~unicate information <br />regarding crimes and substandard housing conditions to the Police. <br /> <br />HOUSING ELEMENT <br /> <br />Associate Planner Marianne Yee reviewed the components of the Housing <br />Element and 1984-89 Housing Plan including the goals (numbers) for <br />rehabilitation of units, preservation of existing dwellings, and new <br />housing construction. She rominded the Councilmembers that the plan <br />must be approved before July 1, 1984, and reported that staff had <br />received favorable comments from the State on acceptablity of the <br />proposed el~ent. <br /> <br />Councilm~bers had several questions with regard to allocation of low <br />and very low income housing in Orange County. <br /> <br />COUNCIL SUPPORT AND LIAISION <br /> <br />By unanimous informal consent, the matter of Council Support and <br />Liaison was continued to June 25, 1984. <br /> <br />CITY COUNCIL MIi~JT~S 197 JUNE 4, 1984 <br /> <br /> <br />
