SECTION 17010 — SECURITY MANAGEMENT SYSTEM GENERAL REQUIREMENTS

<br />1.1 GENERAL
<br />A. General: The CONTRACTOR shall develop, furnish, install and place into service a
<br />Security Management System (SMS) including, cameras, motion detectors, mounting
<br />poles, mounting hardware, security equipment panels, Ethernet switches, DC power
<br />supplies, UPSs, SMS server computer, SMS color printer, relay server software, view
<br />station software, alarm notification software, viewing devices and communications
<br />network and appurtenances, as required, to perform the specified monitoring, control,
<br />alarming, logging and communications for the CITY facilities all in accordance with
<br />the requirements of the Contract Documents.
<br />The work, equipment and services covered by this Specification shall include, but not
<br />necessarily be limited to, supply of all necessary equipment, components, material,
<br />transportation, labor, special tools, installation, and services for engineering,
<br />manufacturing, programming, testing at factory and job site, documentation,
<br />supervision of installation, startup operation, maintenance, and training for the CITY
<br />personnel for instrumentation, and control to be installed at the CITY facilities. It shall
<br />be the responsibility of the CONTRACTOR to coordinate the Work and equipment, as
<br />set forth in this Section of the Specifications, with Work and equipment specified
<br />under other sections of the Specifications, in order to provide a complete and
<br />satisfactory installation. The ENGINEER and the CITY must approve all deviations
<br />from the Drawings or Specifications, in writing.
<br />The CONTRACTOR shall coordinate with the phone company to secure three T1
<br />broadband phone lines at each of the four project sites in the City and supply all
<br />necessary equipment to accomplish the communications paths.
<br />B. SMS Upgrade: It is the intent of these specifications that the CITY personnel or
<br />designated individuals shall be able to incorporate future sites into the system with no
<br />need for any custom programming. This feature shall be demonstrated during the
<br />Factory Acceptance Test and covered in the Operator Training, as well as Contract
<br />Submittals and Operations & Maintenance portions of the Contract.
<br />C. SMS Supplier: The SMS Supplier shall be a single firm, or corporation designated to
<br />assume full responsibility for the Project to perform all engineering to select, furnish,
<br />supervise the installation, program, test, calibrate, and place into operation all
<br />cameras, instrumentation, controls, communications, and Security Equipment Panels,
<br />including application software, for a complete, integrated and functional system. The
<br />SMS Supplier at no additional cost to the CITY shall make any updates to the
<br />system software that may be required during the warranty period. Thereafter
<br />such service shall be performed if a maintenance contract between the CITY and the
<br />CONTRACTOR is in effect, or provided at the request of the CITY at a reasonable
<br />hourly rate.
<br />The CONTRACTOR shall coordinate the WORK of the SMS Supplier for the
<br />installation, interconnection, testing, calibration, and operation of the cameras,
