Councilm~nbers discussed, at length, various aspects of the proposed <br />financing program, including, but not limited to, the following: the <br />criteria for payment of the bond program's financial advisor, floating <br />of a single or multiple bond issues, establishment of projects to be <br />financed under the bond program, levels of current City indebtedness, <br />possible impacts of the Robinson Bill (ACA 29) which would constrain <br />goverr~nental units from sales to development corporations, and concern <br />with the public's reception to the Bond Financing Program. <br /> <br />Councilm~m%ber Hart was particularly concerned that the financial <br />advisor's fee not be dependent upon the sale of the bend issue. The <br />City Manager urged that the Councilm~nbers stay abreast of ACA 29 and <br />be prepared to testify regarding the City's position, if necessary. <br /> <br />Con~nunityNewsletter <br /> <br />The City Manager briefly reviewed the contents of his m~no, dated <br />June 3, 1985, entitled "City Newsletter Concept/Santa Ana Pride," and <br />showed the Councilm~ml]bers several examples of prior newsletters which <br />had been published by the City. He stressed that the newsletter would <br />not be a newspaper, but an informational tool via which the City could <br />communicate its '5~essage" to the residents. <br /> <br />Councilmsmbers discussed the concept of the newsletter and inquired in <br />particular into several aspects, including but not limited to, <br />personnel costs, publishing the newsletter in Spanish, the cost of bi- <br />lingual publication and reasons for the discontinuation of previous City <br />newsletters. Councilm~mber Johnson urged Councilm~bers to proceed <br />with a newsletter, noting that Council Referral 84-23 - Citywide News- <br />letter had been proposed almost exactly one year ago on June 4, 1984. <br />Councilmember Luxembourger expressed his concern that the community <br />would not accept a City newsletter. <br /> <br />MOTION: <br /> <br />Authorize staff to proceed with publication of <br />City Newsletter, "Santa Ana Pride," consolidating <br />such current City publications as the Economic <br />Development and water billing "stuffers" into the <br />publication; to consult with representatives of <br />the Hispanic media regarding the best method for <br />reaching the Hispanic community; and to report to <br />Council in 90 days on the success of the <br />publication. <br /> <br />MOTION: Johnson SECOND: Hart <br /> <br />VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Hart, Johnson, McGuigan <br />Acosta, Luxembourger <br />Young FILE 200 <br /> <br />CITY COUNCIL MINUTES <br /> <br />223 <br /> <br />JUNE 3, 1985 <br /> <br /> <br />
