Is the project served by a landfill with sufficient <br />permitted capacity to accommodate the project's solid <br />waste disposal needs? <br /> <br />G. Comply with federal, state and local statutes and <br />regulations related to solid waste? <br /> <br />Less Than Significant Impacts <br /> <br />The City of Santa Ana would provide solid waste collection <br />services to the project site. Solid waste is transported to <br />the Environmental Service transfer station in Irvine, and <br />then taken to the Bowerman Landfill. The Bowerman Landfill <br />is permitted to accept 8,500 tons per day and is <br />anticipated to close in year 2024. <br /> <br />The California Integrated Waste Management Act of 1989 (AB <br />939) mandates all cities and counties in California to <br />divert fifty percent of solid waste generated from landfill <br />disposal. As part of the General Plan, the City of Santa <br />Ana has prepared a Source Reduction and Recycling Element, <br />which describe how the City complies with the mandates of <br />AB 939. In order to comply with the requirements of AB <br />939, the City has implemented several waste reduction <br />programs including green waste programs, source reduction <br />programs, and recycling programs. <br /> <br />According to the California Integrated Waste Management <br />Board, a standard generation rate of 1 ton per person per <br />year is used to estimate the quantity of solid waste <br />generated. The proposed project would have a solid waste <br />disposal demand of approximately 30 tons per year or .030 <br />tons per day. The increases in solid waste would be <br />considered minor in comparison to the 8,500 tons of solid <br />waste taken to the Bowerman Landfill daily. Additionally, <br />the proposed project would be required to comply with the <br />City's recycling program for residential uses to reduce the <br />demand for solid waste disposal. Compliance with the City's <br />recycling program would reduce long-term solid waste <br />disposal service impacts to a level considered less than <br />significant. <br /> <br />XVII.
