Councilm~mbers discussed the Police budget and the activities of the <br />department at length, and the Police Chief responded to the Council's <br />specific questions. Councilm~ber Young requested a comparison of the top <br />five Orange County cities ratio of officers to 1,000 population, as well <br />as a comparison of arrests per officer for those jurisdictions. <br /> <br />The Police Chief showed a second videotape, A Major Program To Attack <br />Crime, and reported that 49 percent of the arrests involved undoc~ented <br />aliens. <br /> <br />Councilm~nber Young inquired as to what steps were being taken by the <br />Police Department to solve "extraordinary" problems, such as reducing the <br />burglary rate or working with the criminal justice system. <br /> <br />Councilmember McGuigan expressed concern with the use of General Revenue <br />Sharing funds for the Foot Patrol Program. <br /> <br />The Mayor requested a sum~ary showing the sources of all Police Depar~ent <br />funds, which the Manager agreed to provide within the next few days. <br /> <br />At 6:48 p.m., the Council recessed and reconvened at 7:06 p.m., with the <br />exception of Mayor Griset who left the meeting at 6:55 p.m. <br /> <br />Fire Department Budget <br /> <br />The Fire Chief presented his program budget of $13.6 million, and provided <br />the Council with statistics on number of fires, locations, injuries, and <br />deaths. He indicated the Department would be attompting to maintain a 53 <br />firefighter per day staffing level in the ccming fiscal year, and <br />discussed other aspects of the Fire Department programs, including <br />neighborhood identification with local fire stations, the lack of a <br />training tower, and the increase in the number of hazardous materials <br />removal calls. <br /> <br />Councilme~bers discussed the Fire budget, and the Chief responded to <br />specific questions. <br /> <br />Councilmember Johnson expressed concern with the location of the hazardous <br />materials removal program in the Fire Depar~m~ent and the expense of <br />personnel responsible for the function. <br /> <br />Councilmember Young indicated the City should attampt to recover full <br />costs for hazardous material calls. <br /> <br />Councilmembers discussed the ]~aergency Medical Services Program, also <br />under the direction of the Fire Department. Councilm~nber Young expressed <br />concern regarding the necessity of the City acting as a regulatory body in <br />this field; and the City Manager explained he felt Santa Ana citizens <br />needed better medical care which necessitated regulation of the service. <br /> <br />At 8:02 p.m., Councilm~mber Hart left the meeting. <br /> <br />CITY COUNCIL MINUTES <br /> <br />294 JULY 8, 1985 <br /> <br /> <br />
