<br />ATTACHMENT I <br /> <br />Santa Ana Civic Center Parking Structure <br /> <br />Contract Qualifications & Basis of Budget <br /> <br />9/7/05 <br /> <br />I. This budget is based on 300 cars parking structure as conceptually design by Choate Parking Consultants <br />with Carrier Johnson Architects comments. <br />2. The project design documents will be provided by Choate Parking Consultants. Refer to Choate Parking <br />Consultants proposal dated 12/9/04 for scope of work & fees. <br />3. The budget is based on standard means & methods for construction and is going to be based plans & <br />specifications issued by Choate Parking Consultants. Any requirements based on the Standard specification <br />for public works "the Greenbook" are not part of this budget. <br />4. Cost of pennits, utilities connection fees, and all other governmental agency fees are not included. <br />5. Cost of the Power company ( Edison Co. ) charges are not included in this budget. <br />6. Testing & inspection will be provided by Owner. (Included in the budget $50,000 allowance for city of <br />Santa Ana use for testing & inspection). <br />7. Hazardous materials handling or removal is excluded. <br />8. The removal and handling of underground obstruction or unforeseen objects is not included in the <br />budget. <br />9. Due to fluctuations in concrete, metal prices, and Petroleum products, the budget is subject to change at <br />bid time. <br />10. Parking costs are excluded. <br />11. The construction contract schedule is based on 9 months schedule duration for 300 cars garage <br />including the construction of the new appellate court building pad. <br />12. The columns footings along the east side of the new parking structure are include in the budget as pad <br />footings. These pad footings will extend in the appellate court property line by 3 ft to 4 ft. Easement for <br />footings will be provided by the city of Santa Ana. <br />13. The costs that are defined or included as allowances in this budget mean that, if the final cost is less <br />than the allowance amount, G & W will adjust the budget by deducting the difference from budget. Also, if <br />the final cost is greater than the allowance amount, G & W will adjust the budget by adding the difference <br />to the budget. <br />14. An allowance of$125,000 is included in the budget to demolish the existing Juvenile Hall Building. <br />IS. An allowance of $20,000 is included in the budget for existing site stairs to be removed and wall <br />patching. <br />16. The budget is based on generating 5,000 cy of dirt from the building pad excavation & foundation dirt <br />spoils. This amount of dirt will be stock piled on the future appellate court site. <br />17. Included in the budget to import 3,000 cy of dirt to be stock piled at the future appellate court site. <br />18. An allowance of$79,340 is included in the budget to provide new building pad for the future appellate <br />court building. The pad will be constructed by removing the asphalt paving, scarifying the upper 6" of <br />existing sub grade, placing, spreading and compacting 8,000 cy of dirt to 95%. Final pad grading and <br />slopes at new pad are subject to change due to the unavailability of final grade elevations. <br />19. Export of soil is not included in the budget. <br />20. Asphalt patching around the foot print of the parking structure based on 3" over 6" CMB. <br />21. Any rework, protection, or replacement of existing dry, wet, and overhead utilities, encountered during <br />construction, that is in excess of what is specifically included, is not included in the budget. <br />22. No cost, design or schedule contingencies or allowances are included in the budget to protect or <br />relocate the existing SBC duct bank that crosses the proposed parking structure pad from east to west. This <br />issue (the existing SBC duct bank) will be addressed at later time. <br />23. An allowance of $133,250 is included in the budget for existing storm drain system relocation. <br />
