Main Street Concourse Entitlement Actions <br />April 19, 1993 <br />Page 7 of 12 <br />3. Building Height <br />The project site and areas around it are in a height- exempt district. Height <br />limits normally applied to development throughout the City are not applicable <br />to the project and no cap on height exists. This height exempt concept is <br />also consistent with the District Center. The project proposes a 32 -story <br />tower, the tallest to date in Orange County. A second office tower would be <br />22 stories. The hotel proposed would be 20 stories and a high -rise <br />condominium tower is envisioned at 19 stories. These structures are situated <br />toward the center of the site with two and three story structures abutting <br />public streets, minimizing visual impacts. From a distance, the towers will <br />add to the skyline presence of Santa Ana. All towers are proposed with <br />enhanced architectural forms rather than simple rectangular boxes with a <br />monotonous exterior skin. All shadows fall on the site or adjacent <br />commercial projects to the north. There are no shadow impacts to Santiago <br />Park or the Northeast neighborhood. <br />4. Traffic Congestion <br />The 1.9 million square foot project is anticipated to have some impact on <br />area wide traffic. A traffic analysis was conducted to establish and measure <br />the impending impacts that the project might have on the area. The study <br />indicated that the project will generate approximately 18,312 trips daily <br />during Phase I and 34,236 trips daily at the completion of Phase Two. <br />As a result of the study and several neighborhood meetings, a number of <br />mitigating measures were developed to address the impact that the project <br />might have on the area. To mitigate these trips, especially at peak hours, <br />areawide traffic improvements by the developer are necessary. These <br />improvements include: <br />a. The widening on Owens Drive to six lanes; <br />b. The improvement of Main Street, Owens, and Lawson Way adjacent to the <br />project to arterial standards; <br />C. A fairshare contribution of funds for the improvement of the intersec- <br />tion of Main Street and Town & Country Drive; <br />d. The payment of transportation improvement fees; <br />e. The preparation and implementation of a transportation demand manage- <br />ment program for office trip reductions; <br />f. The installation of a traffic signal at the intersection of Owens and <br />the project entry to Phase I; <br />
