The restriping of Parker Street at La Vets. to provide dual northbound <br />left turn lanes; <br />i. The early completion of the intersection of Owens Drive and Main <br />Street, including sewer work; <br />J. The improvement of the intersection of Lawson Way and Town and Country <br />Drive; and <br />k. A right -of -way easement for a future fixed guideway station. <br />In addition to the area wide traffic improvements listed above, the developer <br />is responsible for conducting post - project studies to determine impacts on <br />adjacent residential neighborhoods. The developer will contribute funds in <br />order to make identified traffic improvements for those neighborhoods. <br />$750,000 will be required prior to the Certificate of Occupancy for the first <br />Phase I commercial building. Interest earned on this amount will remain in <br />the fund. <br />5. Parking Intrusion <br />A project generating a need for 3,956 Phase I parking spaces and 5,464 <br />buildout parking spaces must accommodate that parking on -site in an easily <br />usable manner. If the design of the parking creates bottle neck delays, is <br />considered unsafe or is perceived as inconvenient, project users may search <br />out alternatives, such as parking at MainPlace, Town and Country shopping <br />center, or Santiago Park. In extreme cases, it would not be unrealistic to <br />have some parking intruding into the Northeast neighborhood. <br />In response to these concerns, the developer, architect, and parking <br />management consultant have designed the parking and developed a parking <br />operations plan which maximizes ease of use. The design of the site plan has <br />been laid out with four public ingress /egress points to distribute access to <br />and from the site. Parking aisles have been planned for ease of circulation <br />and proximity to project destinations. There will be clear signage, separate <br />valet access, and adequate stacking before and after access gates. Security <br />features such as highlighting levels, no blind corners, and clear pedestrian <br />access points have been incorporated into the parking design. <br />The parking operations plan sets out the operational parameters for the <br />project to ensure efficient, convenient and safe use of the parking area. <br />Features of the operation plan include: <br />a comprehensive validation program; <br />two hours free parking; A <br />209 <br />
