<br />EIR No. 2005-01, AA No. 2005-02, <br />VTTM No. 2005-05, SPR 2005-04 and SN No. 2005-01 <br />October 10, 2005 <br />Page 2 <br /> <br />Finally, the City of Santa Ana, as the lead agency for the required <br />environmental documentation, is requesting the certification of <br />Environmental Impact Report No. 2005-01 and approval of the Mitigation <br />Monitoring Program and Statement of Overriding Considerations. <br /> <br />Property Description <br /> <br />The subject property is a 9.l8-acre, triangular shaped parcel of land <br />located north of Memory Lane, east of Flower Street and southwest of the <br />Santa Ana Freeway (Interstate-5). The site is located within the <br />Single-Family Residence (Rl) zoning district and has a General Plan Land <br />Use designation of Low Density Residential that allows single-family <br />development at a maximum density of seven dwelling units per acre <br />(Exhibi t 1). <br /> <br />Access to the site is from Farmers Drive, with a secondary access point <br />off the north terminus of Flower Street. The site is currently vacant <br />and was previously developed with an office building and associated <br />surface parking area that was demolished in 2001. While the demolition <br />debris, including underground storage tanks have been cleared from the <br />site, the excavation sites have not been filled yet and loose soil has <br />accumulated on the site. Addi tionally, while not on the site, a Navy <br />jet fuel line owned by the Department of Defense runs parallel and <br />adjacent to the site within an easement owned by CalTrans. Finally, an <br />existing 10-foot to l6-foot high sound attenuation wall extends along <br />the I-5 freeway and parallels the northeastern boundary of the property. <br />Surrounding land uses include single-family residences to the west and <br />south and the I-5 freeway to the north and east (Exhibit 2) . <br /> <br />Project Description <br /> <br />Shea Homes is proposing to subdivide the project site to construct 36 <br />single-family residences with a gross density of six dwelling units per <br />acre. The lots will range from 6,030 square feet to 13,042 square feet <br />in size and have an average street frontage of 60 feet. Each lot will <br />be developed with a two-story single-family residence that ranges in <br />size from 3,153 square feet to 4,330 square feet. Each plan will have <br />several customizing options such as bonus rooms, office/hobby room, <br />additional bedrooms and additional tandem garage spaces. An option to <br />add "flex space" in the attic could increase the floor area by up to an <br />additional 535 square feet and the number of stories to three <br /> <br />75C-4 <br />
