<br />SANTA ANA, CALIFORNIA - FIRE DEPARTMENT <br /> <br />REMOTE AcCESS '" PROPOSAL <br /> <br />1.8. R4_MESltTRACk'" Location System Interface - EXCLUSIVE <br /> <br />Utilizing the Motorola MeshTrack '" technology, Group 1 will provide an interface to <br />enable the end-user the ability to view the position of personnel equipped with Motorola- <br />supplied MeshTrack '" devices. (Note: R4_MESHTRACk '" is the only Personnel <br />Tracking system of its type to which REMOTE ACCESS '" is interfaced). The position of <br />the personnel will be displayed in REMOTE AccESS '" on aerial photographs or geo, <br />referenced building pre-incident plans (if available), originating from the Department. <br />R4_MESHTRACk '" will have the capability of supporting up to seventy (70) personnel on <br />active duty. <br /> <br />The accuracy of the view of the personnel location is dependent on the availability and <br />performance of the any required hardware, supplied separately by Motorola under an <br />independent contract, as well as the accuracy of the building drawings and imagery, <br />provided by the Department. <br /> <br />1.9. FIT-Notes Incident Command and Personnel Accountability System <br /> <br />In order to meet the Incident Command and Personnel Accountability requirements of <br />the Department, Group 1 is recommending site license of this solution from FIT-Notes, <br />LLC. This site license will provide the Department with the ability to install and run FIT- <br />Notes on any computer owned and operated by the Department, including all first line <br />units, all reserve units, all desktop computers and on any computer owned and operated <br />by the Department. <br /> <br />The use of only FIT-Notes without a backup system and without a local manual system <br />is not advised by Group 1/FIT-Notes, LLC, We do not sell these manual systems but <br />they are important in the big picture of firefighter accountability. We highly suggest that <br />the Santa Ana Fire Department purchase and use the PASSPORT Accountability <br />System or create one that follows the same guidelines. In addition, we encourage that <br />whatever system is adopted that it be adopted countywide. As an alternative to a <br />countywide adaptation, it is recommended that the Automatic and Mutual Aid partners <br />with whom the Department interacts on a daily basis should adopt this manual <br />accountability system. The goal is to provide a manual system as a backup system and <br />to provide local accountability for Area, Division and Group Supervisors so that they <br />know who is under their control. FIT-Notes will have this information, but the local <br />supervisors will not know this information. We believe that this would be a flawed <br />approach without a manual system. It is impractical for these supervisors to have a <br />computer with them to use the data from FIT-Notes, and the backup system works well <br />in these cases. The Division 3 supervisor has no way to use a computer up on floor <br />three of a building on fire, but he does need to know who is working for him, Training on <br />this type of system both to assist the Department in creating their own guidelines and for <br />crew training is also available at the above per diem costs. <br /> <br />FIT-Notes, LLC is currently in talks with multiple SCBA manufacturers about integrating <br />their air monitoring systems within FIT-Notes. If this effort is successful, a software price <br />increase based on a FIT-Notes/SCBA interface is anticipated. Since it is not possible to <br />anticipate this future pricing, the costs contained in Section D, Project Pricing are for the <br /> <br />~ GROUP 1 SOLUTIONS, INC, @ <br /> <br />PAGE 6 OF 25 <br />
