SANTA ANA, CALIFORNIA, FIRE DEPARTMENT

REMOTE AccESS ,. PROPOSAL

c When multi-address locations exist, such as apartments or strip malls that have
the same base address but several apartments or suite numbers, Group 1 will
create a single Company Record for the lowest numbered or base address and
link to the Company Record all of the converted drawings (Site Plan, First Floor,
etc.) for that address. It is typical that the Department will perform the additional
linking operations after the initial installation and training has been completed.
Group 1 can perform additional linking in these cases, but the costs for the
additional links are not included in this proposal.

Note - During linking operations done by Group 1, all updates done by the Department will
be stopped to ensure accuracy of data, Group 1 will coordinate these efforts with the
Department during the linking process,

. Delivery of the converted drawing files will be done via Group 1 's FTP site or CD via
ground based delivery,

2.2. Quality Control Methods

Group 1 has implemented Quality Control (QC) methods within our digitizing process.
QC is an approach that emphasizes doing the job right the first time so that information
missed or entered erroneously is immediately identified and corrected. Not having to re-
enter data or go back and enter data twice saves time and allows Group 1 to keep our
costs the lowest possible. The results of QC are evident in the quality of the digitization
on the first submission and an aggressively short duration to produce the result.

Group 1 maintains quality through several levels of data entry, checking and
management. The Data Entry Specialist begins by converting the data directly from the
hard copy drawing or raster file submitted by the client. For every data element entered
into the drawing file, the corresponding element on either the original hard copy or raster
check plot is checked to verify completion.

The final drawings are reviewed by the Production Manager to ensure that the standards
established have been adhered to during conversion. If a drawing is found to not
conform to the established standards, it is returned and corrected before delivery to the
client.

Other levels of management are responsible for many elements that contribute to
quality, such as accurate staffing levels, thorough educational programs, maintaining the
best, most productive hardware and current levels of software, and creating an
environment of employee empowerment.

In addition to these internal Group 1 steps, we will work closely with the Department to
create a quality review program to assess the accuracy of converted preplans upon their
return to the Department.

...:).,GROUP 1 SOLUTIONS, INC, @
