General Plan Amendment 87-1 <br /> <br />Deputy City Manager Rex Swanson explained to the Council that General <br />Plan Amendment 87-1 (G.P.A. 87-1) would reduce densities which had <br />occurred as the result of a former policy. He indicated the policy <br />formulated in 1982 had linked high density to transit, but while the high <br />density construction occurred, the related transit development did not. <br />He reported that staff had held two public meetings, met with <br />neighborhood leaders, and multi-unit developers in the process of <br />preparing of the Amendment. <br /> <br />Councilmember McGuigan expressed concern that the District Center <br />designation had no numeric limit on units. Staff explained that <br />development in these areas would be controlled through restrictions on <br />the percentage of the site allowed to be developed. <br /> <br />Councilmember Pulido inquired as to the number of General Plan amendments <br />anticipated for the balance of the year, and expressed the opinion that <br />this Amendment seemed to be a significant policy decision. Deputy City <br />Manager Swanson indicated that perhaps two or three more General Plan <br />amendments would be undertaken this year, but none with the same impact <br />as the Amendment under consideration. <br /> <br />Councilmember Acosta expressed concern that the Harbor Corridor had been <br />excluded from G.P.A. 87-1, and also reported he had found an error in the <br />map, and was concerned that other map errors existed. Deputy City <br />Manager Swanson informed Councilmember Acosta that the map error had been <br />corrected. <br /> <br />At 2:58 p.m., the Council recessed and reconvened at 3:15 p.m., with all <br />Councilmembers present except Councilmember Hart. <br /> <br />Billboard Regulations <br /> <br />Deputy City Manager Swanson reported that the Planning Commission had <br />reviewed Council's request with respect to placing the Bristol and <br />Seventeenth Street Corridors in a Critical Development Area, which would <br />exclude placement of new billboards along these two corridors, but due to <br />the complexity of the issue the Commission was unable to complete its <br />deliberations, and that a recommendation would not be forwarded to the <br />Council until the May 4 Council meeting. He explained that staff was <br />delaying permits for installation of bill boards in these areas until the <br />final Council action. <br /> <br />Councilmember Acosta expressed concern that staff was enforcing a <br />moratorium without formal action by the Council. The Mayor inquired as <br />to whether it was possible to take such an action in light of the Brown <br />Act restrictions which prohibit action on any item not listed on the <br />Agenda. Assistant City Attorney Lay advised the Council that since the <br />need to take action arose after the agenda was prepared, the Council <br />might make findings to that effect and proceed with its action. <br /> <br />CITY COUNCIL MINUTES 98 APRIL 20, 1987 <br /> <br /> <br />
