Start Up - The Uphill Push For Service <br />In the 1980's there was only one taxi company serving Orange County - "Yellow Cab ". The <br />leadership of A White and Yellow Cab Inc., saw an opportunity to provide a timely, courte- <br />ous, and uniformed service to win the business of a county long dependent on the traditional <br />"Yellow Cab" monopoly (Yellow Cab was the only taxi available at the time.) As choices <br />were limited, service did suffer at that time. We strove to provide a better service & choice. <br />Original service started in Santa Ana, Irvine, Brea, Tustin, Yorba Linda, Placentia, Irvine, <br />and the area then known as "Saddleback Valley" an area comprised of the previously un- <br />incorporated communities of South Orange County, including Mission Viejo, Lake Forest, <br />El Toro, Laguna Hills, Laguna Niguel, and Dana Point. Licensing and City Council approval <br />was obtained for these areas and earned at a time that the Orange County Taxi Administra- <br />tion Program was not even in existence. Regulation of the taxicab industry was up to each <br />city, creating a very tedious and exacting approval process that we were able to meet and <br />exceed. <br />Our fleet grew to about a maximum of 20 taxicabs at the end of 1986 to about a maximum <br />of 30 at the end of 1987. Slow and deliberate planning assured that only the latest model <br />vehicles and most select drivers would develop the company's reputation and future growth <br />opportunities. <br />In late 1987 and early 1988, we expanded the operation to include virtually all regulated <br />cities within Orange County. This included winning very scrutinizing licensing approval <br />from the Newport Beach City Council, Costa Mesa, Huntington Beach, Fullerton, and even <br />Anaheim which was very selective about the level of service provided to it's residents and <br />worldwide visitors (details on Anaheim provided in next section.) <br />The end of 1988 and start of 1989 created a fleet of about 40 -50 taxicabs that would con- <br />tinue to grow as the demand for the timely, sharply dressed drivers in well maintained ve- <br />hicles grew. <br />The fleet grew steadily and in a controlled manner from the years of 1990 through 1996. <br />Approximately 10 taxicabs a year were carefully added on to avoid oversaturation of the <br />market during this time and to maintain the reputation of a superior transportation provider. <br />The start of 1996 had brought us to the average of about 100 taxicabs in total <br />Similar Experience - John Wayne Airport <br />We were awarded an operating agreement on September 171 1996 following a competitive <br />proposal process with an incumbent taxi service operator of 20 years. Operations started on <br />October 1, 1996. We worked conscientiously to provide the highest level of service ever <br />available at JWA. An auditor's report from 1997 stated the company was in, "substantial <br />compliance with the terms of it's operating agreement and that the Airport was pleased with <br />the company's overall performance." <br />On October 1, 1998, we received a letter of appreciation from the Airport Director acknowl- <br />edging the efforts of the company in response to a group of physically challenged visitors <br />arriving at JWA. We were able to contract out the nine - person group to Medi -Van services <br />for their special needs, although unable to assist directly. <br />
