<br />Deliverable: A technical Memorandum documenting the Capital Costs, <br />Operations and Maintenance Costs, and Associated Operating Subsidy <br />Requirements as well as ridership forecast. <br /> <br />Task 5. TOO Brain Storming session <br /> <br />PB project manager and PB Placemaking staff will organize and facilitate Y, day <br />session with city staff to: <br />. Establish a vision and objective for TOO in the city associated with the <br />planned OCTA Call for Projects; <br />. Review market trends in the city supportive of TOO, <br />. Define a set of criteria for evaluating TOO opportunities in Task 2 <br /> <br />Deliverable: A technical memorandum documenting the results of the brain <br />storming session and the defined evaluation criteria. <br /> <br />Task 6. TOO Opportunities <br /> <br />Placemaking staff will work with City of Santa Ana staff to identify and rank TOO <br />alternatives for each of the alternatives. The evaluation will use criteria identified <br />in Task 5 and will be summarized in a matrix. <br /> <br />Based on our experience of compieting similar evaluations we would suggest <br />and evaluation framework based on a combination of the Federal Transit <br />Administration (FTA) New Starts Land Use Criteria and a series of "TOO <br />readiness factors". In that way the evaluation would focus on identifying projects <br />that would enhance the Federal Funding prospects for Metrolink Feeders and will <br />be likely to be implemented in the short-term as successful TODs. <br /> <br />PB Place Making is currently advising FTA on updating the land use criteria. The <br />eight factors FTA evaluates in rating projects for land use are: Existing Land Use; <br />Growth-Management; Transit-Supportive Corridor Policies; Supportive Zoning <br />regulations Near Transit Stations; Tools to Implement Land Use Policies; <br />Performance of Land Use Policies; Potential Impact of Transit Project on <br />Regional Land Use; and Other Land Use Considerations. <br /> <br />Deliverable: A technical memorandum documenting each alternative TOO <br />opportunities and evaluation factors. <br /> <br />Task 7. TOO Conceptual Plans <br /> <br />PB Place Making staff will develop TOO conceptual plans for 3 areas: the <br />SARTC, 1st/4th street east of 1-5, and Main Place Mall (some of this work was <br />done as part of Centerline project and can be used). <br /> <br />3 <br />
