<br />Land Evaluation <br /> <br />The LESA includes two Land Evaluation factors that are <br />separately rated, the Land Capability Classification <br />Rating, and the Storie Index Rating. <br /> <br />The Land Capability Classification Rates the suitability of <br />soils for most crops. Soils are rated from Class I to Class <br />VIII, with soils having the fewest limitations receiving <br />the highest rating of Class I. The Storie Index provides a <br />numeric rating of the relative degree of suitability of a <br />given soil type for intensive agriculture. <br /> <br />According to the City's General Plan Land Use Element FEIR, <br />the soils on the project site are San Emigdio Series. The <br />San Emigdio Series soils are a Class I Soil that has high <br />suitability for the intensive agriculture of most crops. <br /> <br />Site Assessment <br /> <br />The LESA includes four Site Assessment factors that are <br />separately rated. These factors include project site size, <br />water resource availability, surrounding agricultural lands <br />and protected resource lands. <br /> <br />Due to the project site's limited size and limited amounts <br />of surrounding agricultural lands and lack of protected <br />agricultural resource lands within the vicinity of the <br />project site, the Site Assessment rating of the project <br />site was low. However the project site did receive a high <br />rating for water resource availability. <br /> <br />Scoring <br /> <br />A single Land Evaluation and Site Assessment score is <br />generated after all of the factors have been scored. The <br />final project scoring is based on a scale of 100 points, <br />with a maximum of 50 points to be generated from the Land <br />Evaluation and a maximum of 50 points generated from the <br />Site Assessment factors. Table AG-1 identifies the Land <br />Evaluation and Site Assessment thresholds to determine the <br />significance of agricultural land resources. <br /> <br />5 <br /> <br />31~20 <br /> <br />
