remain employed for a minimum of six months or more, and a minimum of 50 <br />percent of the participants will have been employed, or placed in advanced <br />training or be in postsecondary education AND will have received a <br />credential/training certificate. The customer satisfaction outcomes will equal 70 <br />percent or higher for both the youth and their employers. As mentioned, our goal <br />is to serve 45 youth during the contract period. <br />CHCADA's recruitment plan includes outreach services at community <br />centers, contacts with local institutions including juvenile courts, Social Services, <br />probation departments, church youth groups, etc. Our recruitment process is <br />described in greater detail in Section I.C. Goals/Objectives and Performance <br />Levels. <br />I.B. MAIN PURPOSE OF PROGRAM <br />CHCADA's Mission Statement -The California Hispanic Commission on <br />Alcohol and Drug Abuse (CHCADA), Inc. is a private nonprofit organization that <br />is charged with the primary mission of decreasing the prevalence and incidence <br />of substance abuse among Latinos and other populations throughout California. <br />CHCADA is acommunity-oriented agency that is dedicated to finding new and <br />innovative ways to empower California's Latino communities to grapple with risk <br />factors that can lead to negative lifestyle choices. <br />The purpose of FUERZAS UNIDAS is that of expanding the life opportunities <br />for low-income, out-of-school youth in Santa Ana by simultaneously addressing <br />the numerous risk factors that can prevent them from forming and maintaining a <br />long-term relationship with the labor market. Through the use of comprehensive <br />guidance and counseling (including drug and alcohol counseling), adult <br />mentoring, supportive services, leadership development opportunities, tutoring, <br />and employment readiness training, La Familia will "renorm" the youth regarding <br />the labor market while simultaneously linking them to employment training. La <br />Familia will also link the youth to jobs after the completion of their training. Our <br />three-step overall approach is: 1) Counsel (to remove/overcome barriers); 2) <br />train/educate and 3) employ. Upon completion of the FUERZAS UN/oas program, if <br />participants are not working, they will be in postsecondary education programs. <br />Length/Frequency of Program and Staff Interaction -The accomplishments <br />of the program will be directly measured by the degree to which each W IA goal is <br />met.
