SECTION II: ABOUT CHCADA <br />ILA DESCRIPTION OF CHCADA <br />CHCADA is a highly respected organization with almost 30 years' history <br />of service to youth and a 17-year history of service in Santa Ana. CHCADA <br />currently offers prevention services to youth in several areas. Indeed, as the <br />incumbent provider for this program, CHCADA/La Familia's FUERZAS UNIDAS <br />program has met or exceeded the W IA performance goals. Our internal <br />evaluation reports further confirm our success. CHCADA has an internal <br />Research, Evaluation and Program Development Division that tracks our <br />outcomes/successes. <br />II.B. EXPERIENCE <br />It is highly acknowledged that there is no substitute for organizational <br />and/or staff experience. The California Hispanic Commission on Alcohol and <br />Drug Abuse, Inc. brings to this project more than 30 years of experience in the <br />planning, design, implementation, management, and assessment of programs of <br />prevention/intervention for at-risk families. Additionally, CHCADA's expertise is <br />so extensive and its capability so exceptional that through the Latino Training <br />Institute, we have provided startup, program design and development, and <br />training and technical assistance to more than 150 other program for at-risk <br />families throughout the State of California. In addition, the Latino Training <br />Institute provides a wide range of courses that allow social services agency staff <br />to become certified in areas such as assessment; case management and <br />referrals; individual, group, and family in-home and onsite counseling; mentoring; <br />job development and employment training; anger management; preventing gang <br />involvement, etc. through our newly organized Faith Institute, CHCADA provides <br />training and technical assistance in areas such as those listed above to faith <br />leaders from throughout the country. <br />All of our youth programs (Youth Prevention Network; Eastlake Juvenile <br />Drug Court Program; Aguila Recovery Home for Boys; Paloma Recovery Home <br />for Girls; etc.) have achieved programmatic goals. All of our youth programs <br />incorporate parents. CHCADA employs a quality improvement program that is <br />based upon continual review and service monitoring. <br />Staffing Plan <br />CHCADA has designed a highly efficient staffing plan to support this <br />contract. This plan is summarized in Figure 11 below. <br />32 <br />
