Such an effort on behalf of the City must be detailed yet strate- <br />gic in nature. This is an attitude diametrically opposed to the prevalent practice of <br />fixed -end, "build it my way or perish", master planning that is not based on place but <br />on formula. <br />We prefer Specific Plans over other regulatory arrangements due to their comprehen- <br />sive nature and effectiveness for their particular neighborhoods. We have developed <br />a strong and concise way of organizing the necessary information Into Specific Plans <br />that inspire results even before they are adopted. It is our intention to seek, with your <br />help, the overall physical strategic development framework that is realized over time <br />Flexibly and intelligently through specific measures and projects based on your future <br />resources, opportunities and evolving insight. In this regard, this Plan is more a <br />highly informed and coherent "road map" with realistic strategies, tools, options and <br />tangible implementation measures with which to realize them, than a manual of <br />inflexible instructions.
