TRAFFIC AND CIRCULATION: TND ENGINEERING <br />Chester E. "Rick" Chellman has more than thirty years experience in zoning, civil <br />engineering, land surveying, engineering consulting, traffic engineering and develop- <br />ment planning. Mr. Chellman has site planning, civil and forensic engineering, zon- <br />ing, expert testimony and land use experience throughout the United States of <br />America and to lesser extents in Canada, the United Kingdom and India.
