E envelopes will be opened. The City is free to select any of the top group of Consultants, and may consider price at this point. If the price quoted by any or all of the most qualified Consultants is unacceptable, the City may attempt to negotiate a lower price, or may simply accept the price submitted by the fourth or fifth most qualified Consultant. A. The final candidates may be invited by the selection committee for an oral interview. The selection committee will evaluate the materials submitted, along with the oral interview, if required, and make the final recommendations. B. Evaluations of proposals and interviews include the following criteria and their relative weights: Firm's Experience, qualifications and reputation of the firm 15% Qualifications as documented by projects with tasks similar in requirements and scope; professional awards; and location of office(s) where assigned staff will be working; and financial capability. Staff Experience Experience and credentials of key personnel 15% assigned to the project, including professional awards. Project Understanding of work tasks as evidenced in the 25% Understanding proposal and interview. Schedule Project scheduling and staff availability, reliability 10% and continuity. Past Performance Consultant's past record or performance in City 10% projects with regard to controlling costs, quality of work, and adherence to work schedules. Overall Proposal The completeness of the proposal and the clarity of 10% responses to interview questions. M/W/DVBE Minority, women, and disabled veterans business 10% enterprise participation. References List of at least two (2) references. 5% C. Proposed Fee The proposed fee, including fee schedule and Attachment A, will be opened and evaluated for only the top ranking Consultants. 16.
