E <br />envelopes will be opened. The City is free to select any of the top group of <br />Consultants, and may consider price at this point. If the price quoted by any or all of <br />the most qualified Consultants is unacceptable, the City may attempt to negotiate a <br />lower price, or may simply accept the price submitted by the fourth or fifth most <br />qualified Consultant. <br />A. The final candidates may be invited by the selection committee for an oral <br />interview. The selection committee will evaluate the materials submitted, along <br />with the oral interview, if required, and make the final recommendations. <br />B. Evaluations of proposals and interviews include the following criteria and their <br />relative weights: <br />Firm's <br />Experience, qualifications and reputation of the firm <br />15% <br />Qualifications <br />as documented by projects with tasks similar in <br />requirements and scope; professional awards; and <br />location of office(s) where assigned staff will be <br />working; and financial capability. <br />Staff Experience <br />Experience and credentials of key personnel <br />15% <br />assigned to the project, including professional <br />awards. <br />Project <br />Understanding of work tasks as evidenced in the <br />25% <br />Understanding <br />proposal and interview. <br />Schedule <br />Project scheduling and staff availability, reliability <br />10% <br />and continuity. <br />Past Performance <br />Consultant's past record or performance in City <br />10% <br />projects with regard to controlling costs, quality of <br />work, and adherence to work schedules. <br />Overall Proposal <br />The completeness of the proposal and the clarity of <br />10% <br />responses to interview questions. <br />M/W/DVBE <br />Minority, women, and disabled veterans business <br />10% <br />enterprise participation. <br />References <br />List of at least two (2) references. <br />5% <br />C. Proposed Fee <br />The proposed fee, including fee schedule and Attachment A, will be opened and <br />evaluated for only the top ranking Consultants. <br />16. PROPOSAL REJECTION <br />The City reserves the right to reject any or all proposals submitted, and is not liable <br />for any pre -contractual expenses: <br />-7- <br />
