Proposal to Prepare an EIR and Provide Planning Consulting Services for the <br />First and Fourth Street Corridors Mixed -Use Overlay Zone <br />Public Services <br />Law Enforcement <br />EIP will contact the Santa Ana Police Department (SAPD) and the California Highway Patrol to <br />establish existing service levels. The SAPD will be contacted to update information on existing and <br />planned service levels, staffing levels, and response times. Using factors developed in consultation with <br />SAPD and City staff, the demand for police services will be quantified and compared to existing and <br />planned service levels. <br />Fire Protection <br />EIP will contact the Santa Ana Fire Department (SAFD) for information on response times and current <br />and planned staffing levels. Existing demand for fire services in the project area will also be described. <br />Using factors developed in consultation with the SAFD, the EIR will evaluate the ability of the Fire <br />Department to serve the project site. <br />Schools <br />Analysis will be performed to understand current and future student enrollment trends, which will lead to <br />the development of a school mitigation plan. The EIR will describe existing and projected school <br />enrollment for the Santa Ana Unified School District and Tustin Unified School District. <br />Any existing or planned schools in the vicinity of the project area will be identified. <br />New school enrollment projections will be developed through consultation with the Districts to assess <br />potential impacts of the project on existing school facilities. The EIR will discuss the implications of <br />sending project students to schools outside the project area. The EIR will discuss State school fee <br />requirements and their relationship to CEQA and mitigating impacts on schools. <br />Libraries <br />EIP will contact the Santa Ana Library Department for information on existing and planned capacity of <br />the library system. This information will be reported in the DEIR. <br />Based on input from the City and County, the project demand will be evaluated, along with the need for <br />additional facilities. <br />Recreation <br />The EIR will identify existing and planned park facilities in the City, and the City's park standards <br />through consultation with the City's Parks, Recreation and Community Services Agency. The EIR will <br />quantify the demand for parkland generated by maximum residential build -out in the project area, <br />based on the City's park standards. The EIR will include a discussion of the types of open space and <br />recreational facilities that could be constructed in the project area, and how the various facilities relate <br />to the Citys standards. <br />Transportation and Circulation <br />Transportation and Circulation is likely to be one of the major issues to be addressed in the EIR. Katz, <br />Okitsu & Associates (KOA) will prepare the technical transportation study. The scope of the traffic study <br />is intended to meet the City of Santa Ana requirements for analysis of traffic impacts associated with <br />this project. KOA will meet with City staff to discuss the project, the proposed method of analysis, and <br />other relevant considerations. At such, time, KOA will verify the study approach and any additional <br />specific study requirements prior to any data collection. KOAwill discuss potential traffic issues with the <br />City's personnel to identify any additional concerns and recommendations. <br />E <br />
