Proposal to Prepare an EIR and Provide Planning Consulting Services for the <br />First and Fourth Street Corridors Mixed -Use Overlay Zone <br />General Approach <br />KOA will calculate daily and peak hour trips for the project based on the Institute of Transportation <br />Engineers Trip Generation, Seventh Edition and previous trip generation experience. KOA will then <br />distribute the trips generated to determine if any intersections will be impacted by the proposed project. <br />Guidelines require analysis of any intersection of two CMP routes with a 50 -trip hourly increase. Peak - <br />hour traffic counts will be furnished for the AM and PM peak hours at all locations required by the CMP <br />guidelines, except where recent count data is available. <br />Intersection traffic analysis will be based upon the City -approved methodology, unless told otherwise. <br />KOA will perform the analysis for the surface street network using the TRAFFIX software. <br />A regional travel forecasting model will be used to provide future traffic forecasts for the subject project. <br />KOA will contact OCTA to obtain forecasts of future traffic for the "no project" scenarios and prepare a <br />supplemental forecast for the 'With project" scenarios. <br />KOA will also discuss with OCTA the feasibility of requesting additional forecasts to more accurately <br />assess the regional impact and potential benefits of increasing housing within a job -rich sub -region. <br />Modeling costs for this activity may result in additional expenses, however. <br />Data Collection & Field Review <br />Peak period intersection traffic analysis will be required for up to 36 intersections during the AM and PM <br />Peak hours.
