<br />1.1 PROJECT LOCATION AND PURPOSE
<br />This Scope of Services and corresponding cost projection (Cost Summary is submitted in a
<br />separate sealed envelope) addresses project oversight and related services for right of way
<br />activities on Phase I Bristol Street Widening Project between McFadden Avenue and Pine Street.
<br />The road widening project will The City of Santa Ana expects the right of way acquisition,
<br />relocation assistance, and site clearance to take approximately two years. The completed project
<br />will alleviate traffic congestion by increasing traffic from two lanes to three lanes, traveling in both
<br />directions. Additional benefits include a centered landscape median and additional greenbelt, and
<br />10 -foot wide sidewalks. The project requires full acquisition of 55 single - family residences and 12
<br />commercial properties, relocation of approximately 21 businesses and 65 residential family units,
<br />and partial acquisition of an additional 21 properties.
<br />1.2 GENERAL DESCRIPTION OF SERVICES
<br />California Property Specialists, Inc. (CPSI) Santa Ana team will provide right of way services in
<br />connection with the City of Santa Ana's Phase I Bristol Street widening project, under the direction
<br />of City staff. These professionals will be responsive and maintain excellent working relationship
<br />with the public, City staff and the City's consultants. CPSI will provide professional right of way
<br />services including coordination of appraisal, title, Phase I and II ESA's, acquisition services,
<br />relocation assistance, and property management activities. CPSI also recommends that the
<br />Oversight Team complete the Relocation Plan, complete Title Review Reports, prepare all
<br />acquisition and relocation packages, and perform all acquisition and relocation activities on the full
<br />acquisition commercial properties.

<br />2.2 Status Reports - Provide and maintain a title, appraisal, acquisition, relocation, and

<br />2.3 Consultant Management - Provide management and coordination of services for all
<br />consultants.
<br />2.4 Monitor and Control Budget Expenditures - Prepare, monitor and track project budget
<br />expenditures and assist the City with funding reimbursements.
<br />2.5 Escrow Coordination - Provide coordination services with the escrow company, including
<br />ordering Preliminary Title Reports, Litigation Guarantees, if required, opening escrows,
<br />facilitating escrows for both acquisition of the subject property and replacement property.
