<br />PERFORMANCE MEASURES <br /> <br />The primary goal of the Foster Youth Liaison Project is to create access to WIA services. Over <br />the course of the project year, we will provide universal services through the Orangewood <br />Resource Center to ] 00 foster/emancipated youth. In addition to connecting youth to other WIA <br />providers throughout the City of Santa Ana and County of Orange, the Foster Youth Liaison <br />Project will enroll 12 foster/emancipated youth in the WIA program. <br /> <br />The following outcomes will be achieved: <br /> <br />Po ulation <br />In-School <br />Out-of-School <br /> <br />A es <br />14-18 <br />]9-21 <br /> <br />Enrollments <br />3 <br />9 <br /> <br />Performance Measurements <br />YOUNGER YOUTH OLDER YOUTH <br />Skill 3 Unsubsidized <br />Attainment Em 10 ent <br />Di loma Rate Retention Rate <br />Retention Rate Earnin s Gain <br />Credential Rate <br /> <br />6 <br /> <br /> <br />7 <br />3,500 <br />3 <br /> <br />The proposed outcomes will increase the number of youth to be served from 91 in PY 2003-04 to <br />125 in PY 2005-06. <br /> <br />PERSONNEL <br /> <br />Key Staff and staffing level rationale <br /> <br />The Foster Youth Liaison Project will staff 3 part-time Peer Mentors. The Peer Mentors will be <br />currently enrolled in college level studies with a focus on Counseling and/or related fields. The <br />Peer Mentors will also be youth that have emancipated from the foster care system and have <br />successfully completed a mentoring program through Orangewood Children's Foundation. The <br />use of part-time staff is critical to this project. The Foster Youth Liaison Project will provide a <br />4: 1 participant to case manager (Peer Mentor) ratio as well as provide the Peer Mentors with <br />valuable work experience and training. <br /> <br />BUDGET <br /> <br />Budget Narrative <br /> <br />The following is a description of the funding match required by the proposal: <br /> <br />. ] Peer Mentor @ .25 FTE funded by Orangewood Children's Foundation (Peer Mentor <br />positions are PT ] 0 hours per week) <br />. ] Peer Mentor Supervisor @ .25 FTE (salary and benefits) funded by Orangewood <br />Children's Foundation <br />. 1 Paid Training position funded by Taller San Jose (non-WIA) <br /> <br />Total non- WIA funded match is $20,650.
