Santa Ana Renaissance Specific Plan Proposal <br />M I Work Plan - Tasks <br />Phase 5: EIR Preparation (to be executed under separate contract) <br />will be organized as follows: <br />Issues <br />Setting <br />Significance Thresholds <br />Impacts <br />Cumulative Impacts <br />Mitigation Measures <br />Residual Impacts after Mitigation <br />The following topics correspond to potential Administrative Draft EIR chapters. The <br />breadth of topics reflects our current understanding of the project as a predominantly <br />urban project. The actual chapters may change depending on the outcome of the <br />planning and environmental workshop process, and comments received on the <br />NOP: <br />5.2.1A LAND USE AND PLANNING <br />This section will include a determination of the proposed project's consistency with <br />the City's adopted plans, ordinances, and policies, and regional planning docu- <br />ments. This section will include a discussion of population and housing issues. <br />5.2.16 GEOLOGY AND SOILS <br />The geologic impact discussion will address geologic hazards with particular empha- <br />sis on seismic -related risks. Impacts will be based on information in existing litera- <br />ture. A specific geotechnical study is specifically excluded from this scope and budget. <br />5.2.1C HYDROLOGY AND WATER QUALITY <br />CMCA will assess the impacts of the project related to hydrology and water quality. <br />It is assumed that infrastructure outlined in the plan will be engineered to be suffi- <br />cient to handle stormwater Rows from the project, and will be designed and built to <br />City standards. The project will therefore be analyzed in terms of: (1) Increases in <br />impervious surfaces as a percentage of current conditions; (2) Potential for signifi- <br />cant increases in erosion or sedimentation in the short- or long-term; and (3) <br />Potential for the project to create or contribute to any surface water pollution. <br />5.2.113 CULTURAL RESOURCES <br />The plan's historical resource consultants will prepare the cultural resources section. <br />A review of existing literature and state and local records will be performed. A cultural <br />resources survey will also be prepared to determine if structures within the Specific <br />Plan area are listed or are eligible to be listed in pertinent registers. <br />5.2.1E HAZARDS AND HAZARDOUS MATERIALS <br />Padre Associates, Inc. will be retained to conduct a Phase I environmental site <br />assessment (ESA) of the specific plan area (study area). The objective of the Phase I <br />ESA will be to determine, based on available information, whether current or previ- <br />ous land use at or adjacent to the study area may have involved, or resulted in the <br />use, storage, disposal, and/or release of hazardous substances to the environment. <br />The Phase I ESA will be conducted per American Society of Testing and Materials <br />(ASTM) protocol and will be based on readily available regulatory agency information <br />and available information provided to Padre by the City. Following the completion of <br />the ESA, Padre will provide a map of the study area that have been impacted by <br />
