Santa Ana Renaissance Specific Plan Proposal M I Work Plan - Tasks Phase 5: EIR Preparation (to be executed under separate contract) will be organized as follows: Issues Setting Significance Thresholds Impacts Cumulative Impacts Mitigation Measures Residual Impacts after Mitigation The following topics correspond to potential Administrative Draft EIR chapters. The breadth of topics reflects our current understanding of the project as a predominantly urban project. The actual chapters may change depending on the outcome of the planning and environmental workshop process, and comments received on the NOP: 5.2.1A LAND USE AND PLANNING This section will include a determination of the proposed project's consistency with the City's adopted plans, ordinances, and policies, and regional planning docu- ments. This section will include a discussion of population and housing issues. 5.2.16 GEOLOGY AND SOILS The geologic impact discussion will address geologic hazards with particular empha- sis on seismic -related risks. Impacts will be based on information in existing litera- ture. A specific geotechnical study is specifically excluded from this scope and budget. 5.2.1C HYDROLOGY AND WATER QUALITY CMCA will assess the impacts of the project related to hydrology and water quality. It is assumed that infrastructure outlined in the plan will be engineered to be suffi- cient to handle stormwater Rows from the project, and will be designed and built to City standards. The project will therefore be analyzed in terms of: (1) Increases in impervious surfaces as a percentage of current conditions; (2) Potential for signifi- cant increases in erosion or sedimentation in the short- or long-term; and (3) Potential for the project to create or contribute to any surface water pollution. 5.2.113 CULTURAL RESOURCES The plan's historical resource consultants will prepare the cultural resources section. A review of existing literature and state and local records will be performed. A cultural resources survey will also be prepared to determine if structures within the Specific Plan area are listed or are eligible to be listed in pertinent registers. 5.2.1E HAZARDS AND HAZARDOUS MATERIALS Padre Associates, Inc. will be retained to conduct a Phase I environmental site assessment (ESA) of the specific plan area (study area). The objective of the Phase I ESA will be to determine, based on available information, whether current or previ- ous land use at or adjacent to the study area may have involved, or resulted in the use, storage, disposal, and/or release of hazardous substances to the environment. The Phase I ESA will be conducted per American Society of Testing and Materials (ASTM) protocol and will be based on readily available regulatory agency information and available information provided to Padre by the City.
