, <J

by the project. Ptepare and issue approptiate utility
Notifications shall consist of the following:

. It is our already performed the first utility notice, as parr of the original
mainline storm. drain in the project reach (Harris already has a copy), All of the existing utilities have
already been plotted on project base sheets and back checked by Harris & Associates as well as compared
to the electronic utility detection survey that has already been perform by Harris & Associates (see Exhibit 2,
elsewhere in this proposal).

. In expanded areas of work (for example down side street joins and at cul-de.sacs) Harris will confirm whether
the existing records extend far enough to cover these areas. Where they do not Harris & Associates will
coordinate the gathering of these additional records on a fast-track basis.

. Coordinate with the overhead utility line undergrounding efforts by SCE, AT&T, Adelphia CATV, MCI, SBC
and Pacific Bell, as applicable.

. Harris will send the "first" utility notice for this project and the preliminary plans to utilities based both on
City lists and a USA provided list, once the plans are far enough along ro reflect the proposed construction
improvements. All known preliminaty impacts would be highlighted on the plan sets.

. Set up and run a utility coordination meeting with City staff and all affected utility owners to put them on
notice as to the City's schedules and required timelines for the relocation efforts. A little extra "hand holding"
up from will go a long way toward the required coordination and cooperation with all of affected utility
owners.

a

,/ ~~uc.atJon 1St '"
?'. Reflect all sutface and sub-surface utilities on the plans and in profiles whete applicable.

. Coordinate with utility companies regarding potholing, adjustments and/or relocations as a last resort where
unavoidable. Make recommendations for mitigating conflicts.

. A "pothole" map will be prepared, if needed, to identity where existing utilities come too close to the proposed
improvements and may possibly be in conflict. (Note that the amount of potholes required will be greatly
reduced, if not eliminated altogether, by OUt electronic utility detection survey. More likely a list will be
required of unavoidable utility conflicts requiring advanced utility company relocations, otherwise Harris'
proposed storm drain, wall and widening layouts will all be designed to avoid the existing utilities whenever
possible.) The requited utility potholes, if any, will be requested of the utility owners and as a last resort we will
utilize a contingency budget fot two days worth of utility po tho ling, established in OUt fees, once their location
and nwnber are bettet defined.

. It is assumed that the final utility notices will be issued by the City, on City letterhead, along with prints of the
approved plans, a tentative pre-construction meeting date and a tentative schedule for construction. Harris &
Associates will provide a "Utility Impact Summaty List" ro assist in this final submittal by City staff.

Phase IV: Bidding and Construction Assistance

During the bidding process Hatris will:
. Remain "on-call" to provide interpretation of the drawings and specifications as requested by City staff
. Attend the pre-construction meeting.

== I Harris & Associates.

Bristol Corridor Widening - Phase 1
Page-17-
