<br />Exhibit B <br />S1-V-07 <br /> <br />Statement of Work <br />Recently Separated Veterans Grant <br />City of Santa Ana Workforce Investment Board <br /> <br />I. COORDINATION <br /> <br />A. Service Delivery: To comply with the requirements of this Agreement, Contractor must <br />effectiyely and efficiently deliyer yarious workforce deyelopment services to recently <br />separated Veterans that haye been discharged from the armed forces within the last four <br />years. In order to accomplish this, Contractor shall maintain and continue to improve the <br />current system of service deliyery by clearly demonstrating positive outcomes. The <br />Contractor shall proYide excellent customer service and extensive customer choice, quality <br />case management, effectiye job placement and follow-up services to ensure the long-term <br />success of the Veterans served in this program. <br /> <br />Many recently-separated Veterans experience difficulties in obtaining employment at a <br />sustainable wage. They often haye to take jobs in which they are underemployed and that <br />haye a minimal prospect for career adyancement. Part of this is due to the inability of <br />Veterans to identify the transferable skills they learned through their recent experience in <br />the military in a way that prospectiYe employers would understand. Another contributing <br />factor is the fact that Veterans often haye little to no experience in knowing how to find a job <br />in the business sector. Since they haye been employed by the military for a number of <br />years, they often do not haye any type of resume nor do they know how to create one. <br />Services are needed to help Veterans "translate" their military skills into business language, <br />learn job seeking skills, practice interviewing skills and adjust their yerbal and written <br />communication skills to the priyate sector. <br /> <br />B. WIA is not an Entitlement Program: Selection for a customer's participation in the <br />program is a decision that is based on an assessment of the Veteran's needs, interests, <br />abilities, motiyation, their prospects for successfully completing the program, ayailable <br />funding leyels and the priority of service policy. <br /> <br />II. SERVICE GUIDELINES <br /> <br />A. Target Population: The purpose of this Agreement is to deliyer employment and training <br />related services to recently separated Veterans that haye been discharged from the armed <br />forces within the past four years. <br /> <br />These Veterans will range in age from 22 to 50 years old, many of them will represent the <br />ethnic diversity of Orange County, and will have yarying leyels of education and <br />occupational skills. PreYious occupations held by these Veterans will range from being <br />unemployed to fast food worker to doctors and lawyers. Many recently separated Veterans <br />will be looking for work either because they had to close their small business to serve their <br />country, quit their job before deploying for Iraq or Afghanistan, or are returning to their old <br />jobs with a new set of skills and a different career focus from their military experiences. <br /> <br />It is anticipated that recently separated Veterans entering this program will haye a variety of <br />barriers to employment. This might include unfamiliarity with the job-seeking system, lack of <br />education, physical health issues, adverse criminal justice system inyolvement and <br />Page 1 of 11 <br />
