<br />Exhibit B <br />S1-V-07 <br />homelessness that preyents them from successfully obtaining productiye employment. <br />Many recently separated Veterans may also haye alcohol and substance abuse issues that <br />need to be addressed prior to employment. Likewise, the Veteran may haye behavioral <br />issues such as anger, depression, anxiety, low self esteem, and post traumatic stress <br />disorder (PTSD). <br /> <br />B. Collaborative Partner Services: The Contractor shall facilitate working relationships and <br />manage collaboratiye partnerships with other agencies that will enhance the delivery of <br />services to Veterans. Throughout the Orange County One-Stop System, partner agencies <br />proYide yarious services to customers including, but not limited to, access to housing, <br />transportation, child care, and community resources such as food, emergency funds, <br />utilities and clothing. These needed services will be proyided by Community Based <br />Organizations, Faith Based Organizations, and Goyernmental Agencies located throughout <br />the County. The program will rely on the actiye collaboration of these public and non profit <br />organizations to augment the training and educational components that will provide the <br />foundation for the Veteran's re-entry into the workforce. These collaborations will maximize <br />the effectiyeness of the program in assisting recently separated Veterans. <br /> <br />c. Continuous Quality Improvement: The Orange County One-Stop System's goal is to <br />work towards making consistent and continuous improvement in all aspects of service <br />deliyery, thereby haYing a positiye effect on System performance. Improyement will be <br />facilitated by the Contractor through a constant review of policies and procedures, an <br />increased sensitiyity to the needs of customers, an improyement in the leyel of knowledge <br />of partner services, the identification and fulfillment of training needs, and through the <br />identification and implementation of best practices. <br /> <br />III. SERVICES <br /> <br />Services to be Provided to Recently Separated Veterans: <br /> <br />Contractor shall proYide the services described to those who can benefit from and who are <br />in most need of such services, as appropriate, and within funding/eligibility guidelines. <br /> <br />Specialized workforce development services will be designed to meet the unique needs of <br />the recently-separated Veteran population. Services can be broken down into three basic <br />categories: <br /> <br />A. PHASE 1: RECRUITMENT PHASE ACTIVITIES <br /> <br />1) Contractor will conduct group informational orientation sessions to Veterans at the <br />Santa Ana W/O/R/K Center. These Group Informational Orientation Sessions will <br />identify services ayailable on-site and through the One-Stop System and will assist <br />the Veteran to independently learn job search skills. <br /> <br />2) Contractor, along with Coast Community College District, the Workforce <br />Inyestment Board of the City of Anaheim, and the local Veterans employment <br />representatiyes, will deyelop joint brochures to be used for marketing and outreach <br />efforts. <br /> <br />Page 2 of 11 <br />
