Each exercise will be a three to four hour <br />exercise, utilizing a common scenario modified for each region, and delivered to <br />both the northern and southern regions of the Urban Area. The Urban Area <br />design team will determine the actual level of participation in both exercises. <br />F. Why Emergency Plans Fail Seminar. The Why Emergency Plans Fail Seminar <br />will use a case study approach to provide exercise participants with the reasons <br />why jurisdictions fail to employ their emergency plans. This seminar does not <br />levy a heavy time commitment from the participating agencies (two design team <br />meetings lasting no more than 1 hour each) and can be delivered multiple times. <br />G. The Urban Areas Hospital Exercise Series. The Urban Areas Hospital <br />Exercise Series will consist of three exercises — a workshop, a functional, and a <br />drill. The Hospital Emergency ICS (HEICS) Workshop will consist of one, 5 -hour <br />exercise that will provide exercise participants with an introduction to HEICS, a <br />case study on the application of HEICS, and the opportunity to apply HEICS in <br />response to a series of exercise scenarios. The Hospital Emergency Operations <br />Center (EOC) FE will be a 4 -hour exercise that will afford the urban area hospital <br />community with an opportunity to practice their command and control operations <br />in response to a WMD scenario. The Urban Area exercise design team will <br />determine the actual number of participating hospitals. The Hospital exercise <br />series will conclude with a mass casualty or decontamination drill that will afford <br />one hospital, chosen by the Urban Area design team, the opportunity to exercise <br />the plans and equipment used during mass casualty or decontamination <br />operations. <br />H. Emergency Plan Review for NIMS compliancy. URS /EG &G will review the 32 <br />remaining jurisdictional emergency plans for NIMS compliancy. Each jurisdiction <br />will receive a comprehensive checklist of the actions necessary to make their <br />emergency plan NIMS compliant. <br />4. TASKS <br />URS /EG &G will perform the following: <br />A. Urban Area High Explosive Functional Exercises. <br />Coordinate, facilitate, and prepare materials for six (6) planning meetings <br />(Initial Planning Conference [IPC], Mid -term Planning Conference [MPC], <br />Final Planning Conference [FPC], AAR Conference, and two Master Scenario <br />Events List (MSEL) /Evaluation Design Team meetings) per exercise <br />Prepare and submit meeting minutes for three (3) planning meetings (IPC, <br />MPC, FPC) <br />Design and produce a total of fifty (50) copies of the functional exercise plan <br />(EXPLAN) for distribution to exercise planners, key exercise participants, and <br />the simulations cell <br />JA27656118 Anaheim HSHP Y2\Admin \Proposal \0range Y2 Prop Final -Rev 2006- 09.doc 3 <br />
