Low-income housing-related CBOs, which oftentimes serve as unofficial hubs for other groups:
. CBOs operating programs that bring them In direct contact with youth will be contacted to determine
their willingness to post fiyers placards, and/or distribute matenals about our efforts; and
. Faith institutions that may allow some of their members to serve as volunteers and participants in
outreach efforts.
Through the above plan, a successful recruitment effort will be sustained

and strengthened. Additionally, the described activities will begin to generate a

word-of-mouth discussion about the services that will be available through this

program. However, CHCADA expects this aspect of the campaign to generate a

low "yield" relative to youth who call and/or apply at a site for services. In this

regard, CHCADA will launch a specialized campaign that is designed to be highly

effective in meeting the needs of youth who have never before received our

services. This outreach strategy will consist of the following components:

- Outreach to Social Services and Other Public Agencies - La Familia currently has a relationship
with Social Services through which we receive referrals to the Fuerzas Unidas program, including
emancipated youth as well as youth in the foster care system Our staff will continue to meet with key
personnel from this and other publiC agencies in order to increase the number of youth referrals to
our program.

- Outreach to Substance Abuse and Mental Health Treatment Programs - CHCADA will develop
a brochure, posters and flyers and utilize our database of substance abuse treatment and mental
health programs in Santa Ana and conduct an intensive mail and e-mail outreach campaign to these
programs for referrals.
Through the above components, CHCADA's recruitment goals will be met.

How Current Services Meet Needs of WIA Performance Standards - The

services that are offered will meet WIA performance standards by providing the

level of direction of psychosocial support that older, out-of-school youth need to

reach the "breakthrough" point that will allow them to alter the course of their

lives. CHCADAlLa Familia's FUERZAS UNIDAS will, through the services offered,

provide a platform that is facilitative to goal achievement.

Participants' Certificate of Completion - The entire program is highly

rrtuallzed. Youth accepted Into each class will participate In a formal ceremony at

which they sign a Pledge to alter the course of their lives. at the completion of the

nine-month program and at least six months of the one-year follow-up period, the

youth will formally graduate and receive a certificate of completion. They will also

receive credentials from the training programs to which they are referred.

15
