pt 10M FSS <br />00 <br />fug Bndge Structural Design Sewices <br />The following technical studies will be prepared in support <br />of the CE/MND document: <br />Traffic Study - We will collect the necessary traffic data to <br />describe the existing setting of the First Street/Santa Ana <br />River crossing and its surroundings. An inventory will be <br />conducted of the surrounding area of the overcrossing, to <br />confirm existing geometries, channelization, traffic control, <br />and pedestrian and bicycle facilities. The work plan is based <br />on collecting new daily and a.m. and p.m. peak -hour traffic <br />counts at the terminal intersections (i.e., 1st Street/Harbor <br />Boulevard and 1 st Street/Fairview Street) and preparation of <br />updated existing levels of service. Adaily volume -to -capacity <br />ratio and peak hour link analysis will be prepared for the 1 st <br />Street/SAR overcrossing segment. Operational analyses <br />will be conducted consistent with both the City and Caltrans <br />guidelines for individual design features of the project. <br />Air Quality Study - The DMJM Harris team will prepare an <br />Air Quality Assessment for the project in accordance with <br />the Caltrans Transportation Project Level Carbon Monoxide <br />(CO) Protocol, the EPA's fugitive dust conformity rule, and <br />South Coast Air Quality Management District's (SCAQMD) <br />CEQA Handbook of air quality guidelines. We will apply <br />the CO screening analysis per Caltrans' guidelines. <br />Noise Study - The DMJM Harris team will prepare a Noise <br />Impact Analysis that assesses the project's potential effects <br />on existing and future noise conditions. We will review <br />applicable State (Caltrans), City, and County noise and <br />land use compatibility criteria for the project area. Noise <br />standards regulating noise impacts including Caltrans <br />Noise Abatement Criteria (NAC) and standards included <br />in the City noise ordinance will be discussed for land uses <br />adjacent to the project. The areas with potential future noise <br />impacts will be identified using land use information, aerial <br />photographs, and field reconnaissance. A discussion of any <br />existing sensitive uses in the project vicinity will be included. <br />Existing roadway traffic noise will be calculated as abaseline <br />condition, using traffic data included in the traffic study for <br />the proposed project. <br />Cultural Resources/Section 106 Compliance — We will provide <br />a records research and in consultation generate an Area of <br />Potential Effects (APE) map. Based on the APE, work tasks <br />will include Native American consultation, archaeological <br />survey, architectural survey, historical research, Historic <br />Property Survey Report, Archaeological Survey Report, and <br />the Historical Resources Evaluation Report. <br />Natural Environment Study (Minimal Impact) - The Natural <br />Environment Study (Minimal Impact) (NES [MI]) will be <br />prepared for review by the City and Caltrans. A literature <br />review and records search will be conducted to identify <br />the existence or potential occurrence of sensitive or special <br />interest biological resources (i.e., plant and animal species) <br />within or in the vicinity of the project area. The fieldwork for <br />this task will be conducted by qualified Our biologists in order <br />to document the presence or absence of sensitive biological <br />04601 324.5557 <br />DMJM HARRIS I AECOM <br />resources (i.e., species or natural communities) or to <br />determine the potential for occurrence of such resources that <br />may not be detectable when the fieldwork is conducted. <br />Section 4(F) Evaluation - We will prepare a Section 4(f) <br />Evaluation. This evaluation will address potential direct <br />and indirect impacts to public recreational facilities (e.g., <br />Santa Ana River Bicycle and Equestrian Trails), wildlife and <br />waterfowl refuges, and National Register listed and eligible <br />historic sites (if any). Avoidance alternatives and measures <br />to minimize harm will be included as part of the evaluation. <br />We will identify Section 4 (f) resources as early as possible in <br />the study process so that avoidance alternatives can be fully <br />considered in the alternatives refinement task. It is likely that <br />a Programmatic Section 4(f) Evaluation would apply to the <br />proposed project. <br />Initial Site Assessment (ISA) - We will prepare an ISA <br />in accordance with Caltrans procedures and in general <br />accordance with the American Society of Testing and <br />Materials (ASTM) Designation E 1597-00, Standard Practice <br />for Environmental Site Assessments: Phase I Environmental <br />Site Assessment Process. <br />Water QualityAssessment Report - We will prepare a Water <br />Quality Assessment Report to address the project impacts <br />on water quality. The report will discuss receiving waters <br />conditions, objectives, and beneficial uses as well as Caltrans <br />standard best management practices (BMPs) and project <br />design features required in accordance with the Caltrans <br />Statewide Storm Water Management Plan (SWMP). <br />Task 4.3 Categorical Exclusion with Studies/Mitigated <br />Negative Declaration (CE/MND): Based on the findings <br />in the PES form and if Caltrans determines the project is not <br />capacity enhancing as described in the HBRR regulations, <br />the project would qualify for a CE with technical studies. <br />However, we do not believe that a categorical exemption <br />under CEQA would apply based on the nuisance factor of the <br />construction impacts (noise, air quality, traffic inconvenience) <br />and the long term changes due to the project (noise, traffic). <br />Given the proximity of residents to the project site, there is a <br />possibility for local controversy. Therefore, we recommends <br />an MND for CEQA compliance to provide detailed <br />information about the short and long term impacts and a <br />vehicle for public participation/information. This scope of <br />work assumes a CE processed with Caltrans Local Assistance <br />and an MND processed through the City of Santa Ana. The <br />MND would only meet the City's formatting standards and <br />not be required to meet Caltrans formatting standards of the <br />SER. <br />CE Preparation - The DMJM Harris team will prepare <br />a draft CE consistent with the processes outlined in the <br />Caltrans Local Assistance Procedures Manual (LAPM). <br />Once these documents are satisfactory to the City, we will <br />package the document for the City to submit to Caltrans <br />Local Assistance for their review. Their comments will be <br />incorporated into the CE documents and resubmitted to <br />IF <br />
