a°�• °sr <br />Bridge Structural Design Services <br />Caltrans for transmittal to Caltrans Head Quarters and the <br />Federal Highway Administration. The Final CE will consist <br />of the revised Draft CE and the technical reports prepared <br />for the project. <br />Prepare Administrative Initial Study (IS) - The results of the <br />technical studies will be presented in a IS. We will prepare an <br />administrative IS incorporating the findings of the technical <br />studies for submittal to the project engineer and the City for <br />review (6 copies). <br />Public Review - We will prepare a draft public distribution list <br />based on input from the City. The IS/MND will be circulated <br />for public review and submitted to the Office of Planning <br />and Research (OPR) (up to 50 copies) per the distribution <br />list once the list has been approved by the City. We will <br />prepare and publish a Notice of Intent to adopt a Negative <br />Declaration for the Draft IS/MND. We will plan and budget <br />for attendance at three public meetings (Public information/ <br />workshop, Planning Commission, and City Council) as well <br />as for preparation for these meetings. The Draft Response <br />to Comments will be prepared for submittal to the project <br />engineer and the City. <br />Prepare MND - The DMJM Harris team will be prepared <br />for submittal to the Santa Ana City Council for review <br />and approval. As part of the process for the Final MND, <br />we will prepare response letters to agencies that submitted <br />comments on the Draft IS/MND, prepare and file a Notice <br />of Determination (NOD). <br />Mitigation Monitoring Program (MMP) - We will prepare a <br />draft and a final MMP in accordance with CEQA Guidelines <br />Section 15097 for use in ensuring implementation of the <br />mitigation measures for the project. <br />Task 4.4: Permit Compliance: It is anticipated that a routine <br />jurisdictional delineation tailored to the site characteristics <br />and conducted in accordance with current agency standards <br />will be adequate. Concurrently, we will determine the extent <br />of any streambed areas subject to review by CDFG under <br />Section 1600 et seq. of the California Fish and Game Code. <br />The results of the delineation will be presented in a detailed <br />report that will include mapping of the jurisdictional areas. <br />The results of the delineation are subject to verification by <br />the Corps and CDFG. <br />Because the bridge spans the Santa Ana River, it is anticipated <br />that the following permits will be required: <br />• Section 404 Nationwide Permit (NWP) authorization <br />from the Corps <br />• Section 401 water quality certification from RWQCB <br />• Section 1602 Streambed Alteration Agreement from <br />CDFG <br />The DMJM Harris team will prepare permit application <br />packages accordingly. Each application packet will be <br />reviewed with the project team, and any required changes <br />will be made prior to submittal to the respective agencies. <br />DMJM HARRIS I AECOM <br />It is anticipated that the permit application will include the <br />following tasks. <br />Task 4.5: Section 404 NWP Package. The jurisdictional <br />delineation report prepared by our team will be the basis of <br />the existing documentation of site conditions. <br />• We will submit an NWP Preconstruction Notification <br />(PCN) package, which includes a cover letter to the Corps, <br />an explanation of the project, a description of impacts, the <br />site plan, and applicable graphics. <br />• We will coordinate with the project team and prepare <br />a written statement explaining how avoidance and <br />minimization of impacts to waters of the U.S. can be <br />achieved on the project site per General Condition 13. <br />• A description of the best management practices during <br />construction and long-term maintenance activities. <br />• A copy of the hydrologic report detailing (Q 10 and Q100) <br />for pre- and postconstmction will be prepared by the <br />project engineer. <br />• Complete copies of the Sections 401 application and 1602 <br />notification will be included. <br />• We will prepare all necessary graphics and other supporting <br />materials with assistance from the project engineer and <br />applicant as needed. Wherever feasible, existing materials <br />will be used to minimize costs. <br />• Project site photographs showing typical conditions of the <br />site will be provided per Regional Condition 2. <br />• A site plan overlaid with jurisdictional drainages showing <br />locations and extent of impacts. <br />• Many of the same materials used for the 404 package <br />can be submitted as part of the 401 application and the <br />1602 notification. Only minimal mitigation measures are <br />anticipated for impacts to jurisdictional areas. If deemed <br />necessary by the agencies, a conceptual habitat MMP will <br />be prepared and submitted. The final mitigation plan will <br />be based on feedback from the applicable federal and State <br />agencies. The scope of work for the plan is submitted as <br />an optional task. <br />Task 4.6: Section 401 Water Quality Certification <br />Application. We will prepare and submit a water quality <br />certification application, which will include the following <br />materials: <br />We will use information prepared for the 404 package to <br />provide a complete project description. This will include <br />the purpose, location, total site acreage, types of water <br />bodies on site, and total acres of waters of the U.S. <br />We will prepare an assessment of water quality impacts <br />addressing types of fill material to be discharged, impacts <br />to beneficial uses of the water body, any expected water <br />diversions, and potential pollutants associated with the <br />new land use. <br />Standard Regional Board application form. <br />A complete copy of the hydrologic report prepared by the <br />project engineer and detailing discharges (Q10 and Q100) <br />for pre- and postconstruction. <br />04601 324.5557 16 <br />
